The Naval Radars Program Operations and Supply Chain position is the primary interface between the Program Office and the Factory Operations and Supply Chain Leadership Teams, responsible for communicating all Program requirements to the Strategic Make Centers (SMCs), manufacturing sites, procurement, teams, and commodity teams. This individual will collaborate with Program Managers and be the liaison to the Factory Operations and the Supply Chain Organizations ensuring that all program needs are integrated and supported to meet program commitments onsite in Tewksbury, Massachusetts. Results will be accomplished through leading, influencing and briefing across all levels of the organization, including internal and external customers. There is NO relocation assistance for this role. This position involves direct support of manufacturing and supply chain activities for a technically complex, high dollar multi-variant radar system spanning multiple contracts throughout the entire product lifecycle. Requires spending significant amounts of time in and around supplier facilities, Raytheon factory areas, closed areas, and requires full time office site support. The ideal candidate will possess the demonstrated skills and experience necessary to provide operations and supply chain leadership across the program lifecycle including proposals, development, production, and sustainment activities. The preferred candidate must be capable of working on-site, travelling to multi-Raytheon sites as well as supplier and customer visits domestically and internationally. This is a working lead position, with program and supervisory responsibilities of about 15 Program Operations Managers (POMs) and Material Program Managers (MPMs). What You Will Do: Lead, collaborate and influence driving quality and performance for program deliverables, material budgets and procurement and factory metrics, accountable for material availability in support of factory integration, consolidated program performance, and unique program requirements flow down Participate in strategic planning for material acquisition, production performance and future development efforts Communicate across programs, to identify, assess, collaborate and resolve any conflicts with program requirements Define clear operational schedules, priorities and goals for each Strategic Make Center and associated material requirements to ensure appropriate staffing profiles, U/H, and EACs are achieved Point of contact for proposal development and approval, ensuring proposed costs or challenges are understood by Operations and Supply Chain leadership Coordinate and develop operations and supply chain requirements for all gate reviews and execute proposed strategies from early gate reviews for effective implementation in future production. Ownership of the Program's EACs and budget Prepare and present information for Monthly Management Reviews, summarizing program status and any on-going execution issues Certification in Earned Value Management System Qualifications You Must Have: Typically requires: A University Degree or equivalent experience and minimum 12 years prior relevant experience, or An Advanced Degree in a related field and minimum 10 years experience Proposals/Estimating and/or Basis of Estimates experience Experience with Capital Planning, Cost Reduction Strategy and/or Constraints Management Experience managing program cost and schedule Qualifications We Prefer: Experience using supply chain planning tools (i.e. SAP, Kinaxis, etc.) International procurement / supplier management experience Execution experience of multiple program and contract types (i.e EMD, LRIP, FRP, Cost and Fixed Price) CORE or similar Six Sigma Specialist Experience leading in a team environment Excellent communication skills (written, verbal, and presentation), leadership abilities, and the ability to work in an Integrated Product Team (IPT) environment.
