BT-114 – Budget Execution Analyst
Skill Level: Subject Matter Expert
Location: Bethesda (fully on-site, no remote option)
**MUST HAVE A POLY CLEARANCE TO APPLY**
Key Responsibilities: Provide expert insights to support analysis and reporting of financial activities and budgets. Assist in developing spend plans and monitor financial execution. Track interagency agreements for financial transactions. Document commitments, obligations, and expenses accurately. Prepare and process transactions, verifying payments. Collaborate with stakeholders to execute budgets aligned with program goals. Generate detailed budget reports for various stakeholders. Support budget submissions and strategic alignment. Assist in creating fiscal guidance and schedules for budget phases. Ensure adherence to IPPBE deadlines and milestones. Recommend and implement process improvements. Maintain records for interagency agreements. Resolve outstanding obligations and undelivered orders. Support COTRs and the Chief of Staff with their requirements. Assist in drafting ODNI policies and instructions. Participate in budget analysis, data calls, and portfolio reviews. Develop and evaluate fiscal program builds. Devise methods to track spending and obligations. Create strategic program briefs. Assess budgets for balance across functions. Prepare communication materials on budgets for interagency forums. Work with USG and IC partners in forums and working groups. Required Qualifications: Bachelor’s degree in Finance, Accounting, Economics, or related field, with 12–15 years of relevant experience, or Master’s with 10–13 years of experience. At least 7–10 years of experience in government budgeting. Proven expertise in government budget execution and familiarity with IPPBE processes.
