Brief Position Summary:
The RCM Program Manager at Naval Hospital Camp Pendleton (NHCP) is responsible for leading the development, implementation, and continuous improvement of the Reliability Centered Maintenance (RCM) and Condition-Based Monitoring (CBM) program across all hospital infrastructure systems. This position oversees the coordination of predictive maintenance activities—including vibration analysis, infrared thermography, ultrasound inspection, and oil sampling—ensuring compliance with DHA Attachments 20 through 23 and integration with CMMS platforms. The RCM Program Manager drives asset reliability by analyzing failure trends, optimizing inspection intervals, and guiding a multidisciplinary team of certified analysts and technicians in alignment with ISO and ASNT standards.
Key Responsibilities:
Lead and manage the implementation and sustainment of the RCM and CBM program in accordance with DHA’s RCM SOP. Oversee and coordinate all predictive maintenance activities, including vibration analysis, infrared thermography, ultrasonic testing, and oil analysis/ Develop and update equipment criticality rankings and inspection frequencies based on asset risk, performance history, and mission impact. Ensure all RCM data is accurately captured and integrated into the Computerized Maintenance Management System (CMMS) for actionable planning. Analyze collected diagnostic data to identify failure trends and recommend corrective actions to improve asset reliability and performance Supervise a team of RCM Analysts and Technicians, providing guidance, performance oversight, and technical mentoring aligned to DHA SOP(s) and Guidance Ensure compliance with all applicable codes and standards, including ISO 10816, ISO 1940-1, ASNT SNT-TC-1A, and DHA RPIE guidelines Generate technical reports, risk summaries, and KPI dashboards to inform leadership, quality assurance, and planning stakeholders. Interface with the Facility Management, QA, and Safety teams to align predictive maintenance goals with operational readiness and Joint Commission compliance Lead Root Cause Failure Analyses (RCFA) and reliability improvement initiatives based on RCM findings

Minimum Qualifications
(education, experience, certifications):
3 Year of Managerial Support 5 Years of RCM related experience in analysis and data visualization Bachelor’s Degree Preferred Secret security clearance or Ability to Obtain if inactive
Special Qualifications/Requirements:
Must be able to successfully pass, as required, a federal, state, or local government's background investigation
