Subject Matter Expert Health System Analyst position at Sierra7, Inc. provides expert-level support to the VHA Office of Finance in advancing healthcare data analytics, system modernization, and financial decision-making. The role supports VHA programs like iFAMS deployment and Electronic Health Record Modernization (EHRM), offering insights based on deep knowledge of healthcare IT systems, large-scale data analysis, and VHA financial frameworks. The SME collaborates with program teams to analyze trends, support strategic initiatives, and produce actionable reports that guide policy and operational improvements. Responsibilities
Serve as a subject matter expert on electronic health record systems. Support project teams by providing healthcare IT and data analysis expertise across key functional areas:
Data Analytics Financial Management Resource Management Financial Policy and Training Payment Operations iFAMS Deployment EHR Modernization
Participate in post-award project kickoff and support weekly/bi-monthly project reporting, including weekly status briefings, weekly task reports, and bi-monthly budget trackers. Provide ongoing support to the Data Analytics team through complex data modeling, trend, comparative, and predictive analysis. Produce clear, actionable reports, assessments, and documentation based on task-specific assignments. Align analysis and deliverables with VHAs Veterans Equitable Resource Allocation (VERA) model and Managerial Cost Accounting (MCA) processes. Coordinate closely with the Government team to define expectations, timelines, and deliverables for each assignment. Ensure compliance with data governance, security, and federal healthcare IT standards. Qualifications
In-depth knowledge of Oracle Millennium or other major electronic health record (EHR) systems. Strong understanding of VHA financial systems, including VERA and Managerial Cost Accounting. Advanced expertise in data management, trend analysis, comparative and predictive analytics. Ability to translate complex data into executive-level briefings and operational insights. Experience working in large, enterprise-level healthcare environments involving diverse technologies. Familiarity with VHA and/or DoD healthcare systems strongly preferred. Strong organizational, communication, and documentation skills. Ability to work collaboratively with multidisciplinary teams and senior leadership. Education & Experience
Bachelors degree in health, IT, Public Health, Health Administration, Data Science, or related field required; advanced degree preferred. At least 10 years of experience as a healthcare IT consultant or analyst. At least 10 years of experience in data management within large enterprise environments. Experience with VHA or DoD healthcare systems is preferred. Deep knowledge of Veterans Equitable Resource Allocation (VERA) and Managerial Cost Accounting processes is required. Benefits
