HM Consulting Recruiting has been engaged to outsource and lead the search for the next Human Resources Manager on behalf of an Intellectual Disability Agency located in Montgomery, AL. This agency is a dedicated care organization committed to serving individuals with developmental disabilities in a respectful, person-centered, and supportive environment.

We are seeking an experienced and highly organized HR Manager to oversee all aspects of human resources including recruitment, onboarding, compliance, and staff development. This role is essential to ensuring the agency continues to hire qualified, compassionate team members while maintaining strict adherence to state regulations and organizational standards.

Key Responsibilities

Recruitment & Hiring

  • Manage the full-cycle hiring process from posting positions to onboarding new employees.
  • Schedule and coordinate applicant interviews via the Indeed platform.
  • Oversee applicant intake: applications, DHR abuse registry forms, and collection of required identification and education credentials.
  • Coordinate and track drug screenings, background checks, and TB skin testing.
  • Conduct initial interviews; assess candidates for skills, demeanor, and organizational fit.
  • Facilitate hiring approvals and communicate job offers.

Onboarding & Orientation

  • Organize and conduct new hire orientations; ensure completion of all employment documentation (I-9, payroll, hire letters, etc.).
  • Train employees on policies, safety protocols, client rights, and regulatory standards related to developmental disabilities care.
  • Schedule and verify completion of required trainings (MAC I & II, CPR, CPI, DDD, Fatal Five, etc.).
  • Assign new hires to work locations and coordinate first-day mentorship with team leads.

Training & Compliance

  • Maintain monthly training schedules and certification records.
  • Teach or coordinate CPR, CPI, and annual in-service training.
  • Ensure compliance with all DHR, state, and federal mandates, including HRC, BPRC, and PCP meetings.
  • Review incident reports, investigate concerns, and oversee documentation within the Therap system.

Staff Management & Administration

  • Oversee scheduling for multiple residential facilities, ensuring proper coverage while minimizing overtime.
  • Conduct team lead meetings to review performance, compliance, and paperwork accuracy.
  • Manage payroll submissions, time corrections, and employee file maintenance.
  • Administer disciplinary actions, terminations, and staff file closures.

Quality Assurance & Operations Support

  • Monitor facility compliance through regular inspections and, when necessary, camera reviews.
  • Collaborate with nursing staff to ensure medication management, documentation, and appointments remain up-to-date.
  • Maintain organized records for expenses, certifications, and operational reports.
  • Support audits, policy updates, and special projects as needed.

Qualifications

Required:

  • High school diploma or GED; college degree preferred (HR, Business Administration, or related field).
  • Minimum of 3 years HR or management experience, ideally in healthcare, social services, or developmental disability services.
  • Knowledge of state and federal employment laws/regulations.
  • Proficiency in Microsoft Office, HRIS/payroll systems, and online job platforms.
  • Strong organizational, leadership, and problem-solving abilities.

Preferred:

  • CPR, CPI, MAC, or DDD training certifications.
  • Experience with Therap or similar documentation systems.
  • Familiarity with DHR abuse registry processes and HCBS requirements.

Salary Range

$38,000 – $60,000 annually, depending on experience.
