Description of Job

Information Technology (IT) Division

Provides information systems and computer support for employees, customers of the Department of State, and therefore the people of Colorado. Most of the work completed by the division can be done remotely, contributing to the positive work-life balance of its employees. This includes maintaining computer hardware and peripherals. Staff develops, upgrades, enhances, and maintains computer applications and system software for the use of Departmental staff and the public. Processing and storing data received from Colorado counties for voter registration, charitable gaming licenses, UCC filings, domestic and foreign corporations, notary, campaign finance, and lobbyist systems. The Colorado Department of State is unique from many state agencies in that we are a smaller agency with an in-house IT division, as a result our employees maintain greater collective impact over the work product of the Department.

Database Unit

To ensure that the Department databases are always available with a high level of data integrity, responsiveness, and that they meet the needs across all of Colorado Department of State (CDOS).

Illustration of Duties

As the Database Manager, you will be the leader of the highly valued database unit. You’ll supervise a team of Database Administrator professionals while also working in multiple database production and development environments yourself.

The ideal candidate will be a critical and creative thinker with strong leadership and problem-solving skills. To succeed in this role, it is important that you have outstanding database programming skills and experience with supervision of staff.

In this role you will:

supervise the DBA team.

be a Database Administrator (DBA).

provide tier level support using existing ticketing system for database events and data issues.

be an IT expert in Data Analysis and Integrity.

work across all development projects.

work with IT staff and users of existing and proposed systems.

design and construct new databases, with particular focus on data integrity/data and integration across all divisions.

maintain existing applications with the same focus.

implement data conversions as necessary for applications.

perform database design using both logical and physical models.

predict and react to situations to keep the database running smoothly.

immediately react to critical system events and ensure speedy recovery of data and user connectivity.

oversee team design, analysis, development, test, and maintenance.

test and learn new development technologies for the CDOS, such as Postgres, Oracle, Mongo, and SQL Server.

evaluate new database software to ascertain the best product and methodology for the CDOS.

be responsible for maintaining balance between application performance, user efficiency, and data integrity in the development and production environments.

maintain confidentiality of all confidential and personal identifying information, personnel information, and any other confidential or proprietary information, as well as comply with all State and Department policies regarding professional conduct and professional practices.

MINIMUM QUALIFICATIONS:

This position requires a total ofsix (6) yearsin applicable professional experience and/or education in a field of study related to the work. To be considered for this position, your application must clearly demonstrate that youmeet one of the following options outlined below:

OPTION 1 – Experience

Six (6) years of professional experience as a database administrator with a focus on production and development work. One (1) year of which must have been at the level of a work leader, staff authority, unit supervisor, or equivalent over a team of at least two staff doing the work of database administration.

OR

OPTION 2 –Experience and/or Education–Be sure you’ve attached a copy of your unofficial transcript to qualify for this option. (You may redact information that identifies age, date of birth, or dates of attendance at or graduation from an educational institution.)

A combination of related education, formalized apprenticeship program, certification, and/or relevant experience as defined inOption 1to equal six (6) years. Related education includes accredited course work in Computer Science, Information Technology, Management Information Systems, Mathematics/Statistics, Data Science/Data Analytics, Database Management, Engineering, or closely related field. Education will not substitute for the one (1) year of professional experience at the level of a work leader, staff authority, unit supervisor, or equivalent over a team of at least two staff doing the work of database administration.

PREFERRED QUALIFICATIONS AND COMPETENCIES:

Preference will be given to those candidates with previous State Service related to the work assigned to the position.

Ability to build strong interpersonal relationships with peers, and other senior management

Experience collaborating with senior leadership to identify, evaluate, and implement solutions

Database administration experience, including in production and development environments

Database architecture/design experience

Database experience with one or more – Postgres, Informix, SQL Server, Mongo, or Oracle

Hands-on experience with database standards

Experience optimizing database performance, to include identifying and resolving performance bottlenecks

Experience in implementing high availability (HA) and disaster recovery (DR) solutions

Experience in scripting languages such as SQL, PowerShell, Python, or Bash for automating routine administrative tasks, scripting database deployments, and creating custom monitoring solutions

Experience with database security best practices and experience implementing security measures such as access controls, encryption, authentication, and auditing

Experience diagnosing and resolving database-related issues promptly

Data analysis experience

Experience with cloud database technologies

Stored procedures experience

Experience updating large databases through nightly and monthly extracts

Strong written and verbal communication skills, with the ability to clearly convey technical information to non-technical users

Demonstrated ability to work independently, manage priorities, and collaborate effectively across teams

Experience with hiring, onboarding, and training processes for new employees
