Payroll Specialist

This classification involves performing a variety of tasks processing personnel and payroll information for a centralized payroll system on behalf of the assigned area(s) in the City. An employee in this position determines pay under various circumstances based on procedures, legal requirements, and collective bargaining agreements for assigned department(s); updates attendance and leave information; posts payroll and payroll adjustments; prepares payroll analysis; reviews information to ensure compliance; and produces related reports. This position also responds to payroll inquiries and rejects/accepts subpoenas depending on assignment. Examples Of Duties
Review entries on the assigned payroll and attendance record to determine employee pay eligibility; totals hours worked for each employee based upon daily record entries; and determines overtime, straight hours, and the method of payment for each. Determines employee pay based upon disability, worker's compensation, call-back, out-of-class, leave without pay, holidays, court appearances, and various collective bargaining agreements and leave provisions. Calculates and posts necessary adjustments to payroll and attendance records. Posts and verifies personnel-payroll information; posts straight-time, overtime, and leave entries. Reviews and audits timecards and supporting documentation prepared by department to assure accuracy and compliance with collective bargaining agreements and City policies; reviews computer generated reports to assure entries are accepted by system. Provides regular, overtime, and leave totals by department for balancing payroll; reviews computer generated totals and compares with tape totals to determine the final payroll is correct and balanced; and makes necessary adjustments. Responds to questions from various City offices concerning payroll calculations and leave entries; notifies departments of errors on payroll and attendance record forms. Rejects or accepts subpoenas depending on assignment. Performs specialized duties in the initiation, changes, and cancellation of a variety of payroll deductions Performs related work as required. Graduation from an accredited high school or possession of G.E.D. equivalency diploma College-level course work in accounting, finance, business administration, or a related field desired. Reasonable experience in payroll processing, financial record keeping, and computer systems required Proficiency in Microsoft Office required (Must pass pre-employment assessment) Government experience, preferred Experience in Kronos timekeeping system preferred Experience in Tyler Munis Enterprise System preferred The CPP (Certified Payroll Professional) certification preferred Experience bookkeeping in a centralized location preferred Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine Ability to perform minimal lifting, not to exceed 10 pounds of force, which may be required on a limited basis Supplemental Information
Knowledge of the provisions of current collective bargaining agreements with respect to personnel actions and payroll requirements. Knowledge of payroll policies and procedures. Knowledge of business computations. Knowledge of the operating characteristics of computer systems used for processing personnel-payroll information. Knowledge of timekeeping systems such as Kronos software system. Skill in the operation of a personal computer and in the preparation and maintenance of spreadsheets. Skill in using Office and department software. Ability to examine and correct source documents used for payroll processing. Ability to examine and reconcile computer printouts with source information. Ability to apply pay provisions in the City Pay Plan and apply collective bargaining agreements to a variety of payroll processing activities. Ability to perform arithmetic calculations quickly and accurately. Ability to deal with competing priorities and varied responsibilities. Ability to work efficiently and effectively to develop win-win solution. Ability to evaluate the impact of alternative courses of action and evaluate circumstances of an innovative, new, or unprecedented nature.
