Description

The Office of Unemployment Insurance is an agency of the Education and Labor Cabinet. The Office ofUnemployment Insurance assists Kentuckians who are unemployed or underemployed and actively seekingemployment. The Office oversees unemployment insurance benefit payments, provides claim assistance, enforcesunemployment insurance tax requirements for employers, audits employer records to ensure compliance,adjudicates disputed claims, conducts hearings for claims that have been appealed, and conducts qualitycontrol reviews to ensure each area within the office complies with federal and state regulations.

This is a federally funded time limited (FFTL) position. This means it is a position that is paid entirely asthe result of a federal grant. The duration of employment shall not exceed the life of the federal grant thatfunds the position. An employee appointed to an FFTL position is required to meet the minimum requirements forthe classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit)employee in a permanent position.

This position will have access to confidential and sensitive information. The successful candidate will berequired to ensure the safeguarding and security of all confidential andsensitive information and will be required to complete trainings, sign acknowledgments, follow all policiesand adhere to all statutes and requirements pertaining to the safeguarding and security of confidential andsensitive information while employed and after employment ends.

Job Duties: Provides overall administrative support to OUI. Drafts and prepares various reports, memos, and reviewsletters for response requests from claimants, employers, and attorneys made to the Executive Director's office. Compiles complex status reports on UI data. Assists in compiling info for state and federal audits. Assists and guidestemporary employees on questions related to correspondence, claimants, and information requests. Assists claimants and employers by answering inquiries on status information about their unemploymentclaims. Accesses KEWES and KyNet for claimant and employer info and enters additional info into the database. Provides information to claimants, employers, and the public regarding UI and other workforce programs. Provides technical assistance and support within the office by ensuring accurate billing for InformationTechnology (IT) hardware, telephones, and computer system access for all Unemployment Insurance clients. Coordinates with IT for auditing purposes to ensure that equipment and access is ordered, removed and disabledappropriately. Maintains security documents to satisfy audit requirements. Coordinates and oversees the process of hiring temporary workers for Unemployment Insurance and assistsagency management with the required HR paperwork for personnel actions. Ensures the global email listing isaccurate and submits changes to Human Resources and IT as necessary. Works with management, IT, and purchasing agents to submit requests in Salesforce for approvals topurchase goods and services. Works with accounting staff to bill outside users for access to UI data. Preferred Knowledge, Skills and Abilities:

Problem-solving- the ability to identify potential and existing problems and develop recommendations forimprovement. Judgement- the ability to make well-reasoned and timely decisions based on careful, objective review andinformed analysis. Communication- the ability to communicate clearly and effectively verbally and in writing. Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional, administrative, or business experience.

Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.
