The Port’s Engineering Division is recruiting for two (2) 5502 Project Manager I positions.

The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission oversees a broad range of waterfront facilities held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98 to Fisherman’s Wharf. The Port’s diverse portfolio includes leases, cargo handling, tourism, and harbor services. The Port can handle various types of cargo and manages projects to support maritime operations and public access.

Engineering Division The Engineering Division provides project and construction management, engineering design, facility inspection, contracting, code compliance review and permitting services for all Port facilities. The Division collaborates with other City departments to ensure alignment between City and Port jurisdictions. The Port is growing its project management capabilities to meet complex marine-related and infrastructure project needs. The Project Manager I will support execution of projects in the Port’s backlog.

Position Details 5502 Project Manager I, Engineering, Project Management

This position will oversee scope, budget, and schedule for construction project design and advertising for construction contracts, typically totaling between $5 million and $30 million.

The Project Manager’s duties include:

Managing multiple projects concurrently with different clients, funding sources, schedule drivers, and scopes of work.

Managing Port projects from planning through construction or implementation.

Establishing project structure and defining goals and objectives.

Establishing roles and responsibilities, identifying project stakeholders, ensuring accountability, and managing scope and changes.

Building and monitoring project schedules and budgets, identifying risks, and monitoring progress for successful delivery.

Coordinating project teams with city agencies, stakeholders, internal staff, consultants and contractors to deliver projects to high standards.

Communicating with the design team, stakeholders, regulators, and review boards.

Example projects include Pier 26 Fire Water Pipe, Pier 96 Crane Demolition, Pier 40 North Guest Dock and Apron Repairs, Pier 50 Shed Electrical Improvements.

5502 Project Manager I, Engineering, Construction Contract Administration

This position supports the Port Engineering Division’s Project Management Office and Construction Management groups to prepare, advertise, award, and manage construction contracts.

The Project Manager’s duties include:

Managing construction contract bid preparation, advertisement, and award processes for multiple projects.

Planning and guiding staff on appropriate contracting vehicles (design-bid-build, best value, CM/GC).

Developing and preparing construction documents, administering contracts, and reviewing documentation for compliance.

Overseeing contract administration activities and resolving bid protests and disputes.

Coordinating project teams with city agencies, stakeholders, internal staff, consultants and contractors to deliver contracts to high standards.

Researching and evaluating new service delivery methods; implementing procurement procedures per City Administrative Code.

Ensuring compliance with federal, state, local laws and funding agency requirements.

Performing related duties as assigned.

Qualifications

Bachelor's degree in architecture, engineering or planning plus four years of responsible related experience, or

Bachelor's degree in another field plus six years of related experience, or

Eight years of related experience in architecture, engineering, or construction management, or

California registration as professional engineer or architect.

License Possession of a valid California driver’s license (to be presented at time of appointment). Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment.

Note: The minimum qualification requirement must be met by the final filing date unless otherwise noted.

One-year full-time employment is equivalent to 2,000 hours. Overtime hours beyond 40 per week are not included in this calculation.

Desirable Qualifications (Ideal Candidate) The ideal candidate will have:

Strong time management and organizational skills

Familiarity with marine structures

Experience in confirming scope, budget, and schedule and monitoring project execution

Knowledge of procurement and contract writing methods and techniques

Knowledge of budget preparation and administration

Knowledge of the City and County of San Francisco Administrative Code Chapter 6

Experience with contract types such as design-bid-build, CM/GC, and best value
