Overview
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Finance, located in Washington, DC and Indianapolis, IN.

Duties In this position, you will serve as a Management and Program Analyst, providing analysis and program advisory support to management on functions and activities requiring qualitative and quantitative methods for assessment of management processes, systems, and mission support programs. This role starts at salary
GS-13 (Step 1) to GS-14 (Step 10) with promotion potential to GS-14 Step 10.
Directing, implementing, coordinating, and overseeing a major department-wide mission or administrative program.
Providing expert technical assistance and direct support to headquarters and management staff in applying resource planning systems and management programs to meet mission requirements.
Planning, developing, delivering, and attending briefings, presentations and conferences for supervisors and executive management, ensuring information is accurate and concise.
Developing and implementing policies, issuances and directives related to resource requirements.
Qualifications Experience – GS-13 level : 1 year of specialized experience equivalent to at least the next lower grade level performing duties such as:
Applying qualitative and quantitative methods to evaluate program effectiveness and analyze management processes, systems, and mission support programs.
Advising management on policy-related issues including performance management and executive communications.
Planning and managing complex projects or studies involving cross-functional teams and delivering measurable results.
Developing metrics and conducting statistical research to support data-driven decisions and senior leadership reporting.
Experience – GS-14 level : 1 year of specialized experience equivalent to the next lower grade level performing duties such as:
Leading strategic planning efforts and directing major agency-wide programs (budget formulation, procurement, HR, IT).
Providing expert analysis to senior management on complex issues affecting agency operations.
Applying advanced methods to assess program effectiveness and recommend improvements.
Developing and advising on resource management plans including budget projections and performance metrics.
Preparing and delivering reports and representing the organization in high-level meetings and interagency settings.
