Overview
DSHS ESA ORIA Monitoring and Quality Assurance Specialist / Management Analyst 4 role with the Washington State Department of Social and Health Services (DSHS). ORIA leads statewide efforts to support refugees and immigrants by ensuring basic needs are met and by supporting social and economic integration. The role protects the integrity of services for immigrant and refugee families and individuals as they build new lives in Washington state, working with more than 125 community partners across the state. As ORIA's Monitoring and Quality Assurance Specialist, you will provide senior-level professional analysis on the implementation of client services programs for refugees and immigrants. Programs range from English classes and job training to foster care, health care, and mental health support. You will ensure partners follow federal and state requirements and regulations, identify areas for improvement, and recommend solutions. Responsibilities
Lead program monitoring to confirm services meet federal and state requirements. Plan and run monitoring visits, set schedules, and prepare reports. Write and share tools, reports, and corrective action plans with partners. Track compliance and follow up on required corrections. Work with fiscal and contracts teams to ensure federal subrecipient rules are met. Represent the department in meetings with community partners and government agencies. Provide feedback and technical assistance to program staff and community partners. Support quality assurance by checking program data for accuracy. Train new and current staff on federal and state requirements. Collect and analyze program data to prepare reports for management. Lead or support high-level special projects and time-sensitive assignments. Qualifications
We are looking for professionals with: A bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field. Four years of experience conducting research and analyzing policies, laws, rules, or regulations. Relevant professional experience may substitute year-for-year for education. Additional skills, knowledge and abilities
Knowledge of federal and state laws – Understand federal and state requirements for refugee and immigrant programs. Project management – Organize work, manage timelines, and coordinate with stakeholders. Collaboration – Work effectively with community groups, internal teams, and government partners. Cultural awareness – Recognize and respect diverse experiences and needs of immigrant and refugee communities. Problem-solving – Identify issues, recommend solutions, and follow through to implement improvements. Data analysis – Review, interpret, and present information to show program effectiveness. Facilitation – Lead meetings, guide discussions, and build agreement among partners. Adaptability – Manage high volumes of work and respond quickly in sensitive or changing situations. Note:
