Overview
This position is funded in part through federal funds. Recruitment Range: $43,738 - $63,000. The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through regulatory and remedial activities, including consultation and training opportunities, and by improving access to health care delivery systems through the rational allocation of needed facilities and services. The Construction Section reviews plans and specifications, performs on-site inspections and provides consultation to ensure a safe and proper environment for patients, residents and inmates.
Position Purpose and Responsibilities
Conduct on-site biennial physical plant and life safety inspections of existing licensed facilities, including:
24-hour mental health homes with 6 beds or less
adult care homes with 6 beds or less
respite services in adult day centers
Prepare reports documenting inspection findings using ASPEN software.
Review with facility administrators the creation of a plan of correction for deficiencies.
Conduct fire, complaint, and other investigations.
Travel statewide up to four days per week with 1–2 overnight stays per week.
DHSR offers state benefits including paid time off (state holidays, vacation and sick). A state vehicle is used for travel when available; use of a personal vehicle may be required and compensated at established rates.

Qualifications and Requirements
Associate’s degree in Civil Engineering Technology, Survey Technology, or a related field from an accredited institution, and three years of progressive technician-level experience; or an equivalent combination of education and experience.
Possess and maintain a valid North Carolina driver license.
Strong organization and written communication skills with the ability to document inspection findings accurately.
Ability to climb ladders and inspect residential facilities including roofs, attics, basements, and crawl spaces.
Knowledge and application of architectural, electrical, and mechanical engineering concepts relevant to residential occupancies.
Willingness to travel up to four days per week throughout the state, including overnight stays.
