The State of New Hampshire, Department of Health and Human Services, Bureau of Family Assistance has a full time vacancy for Human Services Associate in the Littleton District Office, NH. Position #12716. The job is assigned to the Bureau of Family Assistance (BFA), Field Operations, in a District Office and reports to the District Office Supervisor. Responsibilities
Reviews all program applications for completion and accuracy, updates/enters information in the automated eligibility and enrollment system (New HEIGHTS), identifies expedited cases and applications potentially ineligible due to income, resources, and shelter/utility costs, and ensures timeframes for full review. Processes final steps for those who are denied benefits. Performs eligibility determination activities: answering phones, routing callers, taking messages, scheduling appointments, providing program information, reviewing documents, scanning and filing, processing mail and email, initiating collateral calls, and requesting verification documentation. Triages members of the public at reception, educates about resources, assists with navigation of digital sources to obtain documentation, check-ins for appointments, and kiosk maintenance. Interviews applicants/recipients to screen for eligibility and obtain required verification, ensuring information is uploaded/scanned into the case in line with federal/state timeframes. Determines preliminary eligibility, provides benefit issuance information, refers to community resources (e.g., food assistance, housing authorities, unemployment, Social Security, 211), and maintains client confidentiality and HIPAA compliance. Uses automated systems (New HEIGHTS, NH EASY, EBTEDGE, NECSES, SAVE, NHES, NHUIS) to verify information and index documents appropriately. Assesses whole-person needs and connects clients with internal and external services to address barriers to self-sufficiency. Assesses language and cultural needs to ensure meaningful access and communicates effectively with diverse client populations and partner agencies. Supports supervision by ensuring proper data processing, compiling walk-in data, mentoring new staff, and addressing facility concerns as needed. Maintains health and safety in public lobby, keeps informational materials current, stocks supplies, and coordinates with supervisory staff on non-routine questions. Adheres to confidentiality, HIPAA regulations, and state/federal program policies in all interactions. Qualifications
Education: High school diploma or high school equivalency. Each additional year of approved formal education may be substituted for one year of required work experience. Experience: Two years of experience in customer service, explaining rules and regulations, interviewing, claims examination or similar audit/verification activities, direct social service delivery, or implementing technical instructions. License/Certification: Valid driver’s license and/or access to transportation for travel to district offices within 50 miles as needed. SPECIAL REQUIREMENTS: 1) Travel to District Offices up to 50 miles away as assigned and to mandatory training. 2) Ability to work overtime when needed. Compensation & Benefits
