Provides direct service to applicants and recipients of state and federal assistance programs, delivering customer service and assistance to determine eligibility including expedited benefits, navigating multiple system programs, and disseminating program and service information to beneficiaries of the Bureau and Divisions within the Department of Health & Human Services (DHHS). This position is assigned to the Bureau of Family Assistance (BFA), Field Operations, in a District Office and reports to the District Office Supervisor. Your Experience Counts
Each additional year of approved formal education may be substituted for one year of required work experience and vice versa. MINIMUM QUALIFICATIONS
Education:
High school diploma or high school equivalency. Each additional year of approved formal education may be substituted for one year of required work experience. Experience:
Two years of experience in customer service, explaining rules and regulations, interviewing, claims examination or similar audit and verification activities, direct social service delivery, or implementing technical instructions. License/Certification:
Must possess valid driver’s license and/or have access to transportation for travel to attend training, and/or for temporary assignment or reassignment to other District Office locations within 50 miles of assigned location. SPECIAL REQUIREMENTS
Must be able to travel to District Offices up to fifty miles away from assigned location in order to provide coverage as assigned, and to attend mandatory job training. Must be able to work overtime when needed. Responsibilities
Reviews all program applications for completion and accuracy, updates/enters information in the automated eligibility and enrollment system (New HEIGHTS). Identifies expedited cases and applications potentially ineligible due to income, resources, or shelter/utility costs, and ensures timelines for full reviews with a Human Services Specialist. Processes final steps for those denied benefits. Performs eligibility determination assistance activities including: answering phones (office and CSC line), capturing Voice Recorded Signatures (VRS), routing callers, scheduling appointments, providing program and procedural information, reviewing documents, scanning and filing, distributing mail, processing returned mail, faxing, preparing routine correspondence, initiating collateral calls, and requesting verification documentation. Triages public and customer inquiries at reception, educates about resources, guides applicants through digital sources, checks in for appointments, assists with lobby kiosk maintenance, and directs individuals to appropriate staff while ensuring confidentiality. Meets with and interviews applicants to gather information for eligibility and verification, ensuring information is uploaded/scanned into the appropriate case within state/federal timeframes. Determines preliminary eligibility using knowledge of federal/state programs and provides referrals to community resources (e.g., welfare offices, food pantries, WIC, housing, unemployment, Social Security, 211). Maintains HIPAA compliance and client confidentiality. Researches information using automated databases, NH HEIGHTS, EBTEDGE, NH EASY, NECSES, SAVE, NHES, NHUIS, and other systems; ensures accurate indexing of documents and avoids duplicate entries. Manages NH HEIGHTS and EDGE usage, maintains EBT logs, and coordinates returns of benefit checks. Addresses whole-person needs to support economic mobility and connects clients with internal/external services. Addresses language, cultural, and accessibility needs to ensure equitable access to programs. Maintains professional communication with clients, partner agencies, and staff to achieve positive outcomes, and provides program information while upholding HIPAA and confidentiality. Supports District Office Supervisors by processing information to the correct divisions, compiling walk-in data, mentoring new staff, and reporting facility concerns. Participates in special projects as needed. Maintains lobby area safety and information materials, stocks interview rooms, and ensures supplies are available for Division needs.
