Overview
This opportunity allows the Co-Occurring Disorder Counselor role to be fulfilled as either a W-2 employee or a 1099 independent contractor. Applicants must select their preferred engagement type upon applying. The description below covers both independent contractor and W-2 employee versions of the opportunity. Client Service Location & Caseload
Most clients reside in community-based group homes. Services may be provided at a group home, a community-based office, the company’s main office, or via telehealth, depending on location and site approvals. Caseload includes: 9 Category A clients at the community-based meeting room (address provided) and other Category A and non-Category A clients in the community or at designated addresses in Baltimore. Option 1: 1099 Independent Contractor Version
Scope of Service:
Co-Occurring Disorder Counselor – Independent Contractor Classification: Contract Position (1099). Fee-for-service. Disclosures span two organizations under shared leadership: Lighthouse Behavioral Health Center and Community Wellness Outpatient Mental Health Center. You will maintain separate contractual agreements with each organization and invoice/receive compensation separately for each program. Work is approximately 40 hours per week, scheduled over 5 days, with about half allocated to each organization. Scheduling and care coordination may be collaborative to support continuity; each organization remains responsible for its own scope of work and payment processes. As a 1099 contractor, you are responsible for taxes, benefits, and liability coverage and must adhere to contractual terms and professional licensing requirements. Overview & Scope of Work:
Independent contractor to provide outpatient treatment services for co-occurring disorders, across Lighthouse Behavioral Health Center and Community Wellness Outpatient Mental Health Center, including scheduling, facilitating group and individual sessions, assessments, and documentation within the service period. Accountable for delivering evidence-based treatment in compliance with clinical models and documentation timelines. Departments: OP SUD (Lighthouse) and OP MH (CWOMHC). Contractor credentials: Lighthouse and CWOMHC with respective program details, websites, and contact numbers. Service Expectations & Deliverables (CWOMHC/OCP): Facilitate structured co-occurring treatment services (individual, family, group); document and maintain fidelity to models; apply trauma-informed, person-centered practices. Complete initial treatment plans within 7 days; conduct monthly reviews; perform initial/dynamic assessments; maintain EHR documentation per CARF, Medicaid, COMAR; ensure crisis intervention and safety planning as needed. Involve coordination with internal/external providers; address social determinants of health; adhere to fidelity and reporting standards; participate in trainings and audits as required. Qualifications & Licensure:
Maryland licensure in one of the following: LCADC, LGADC, CAC-AD, CSCAD, ADT, LCPC, LGPC, LCSW-C, LCSW, LMSW, LBSW, LCMFT, LGMF, Licensed Psychologist, Registered Psychology Associate, CRNP-PMH, APRN-PMH, CNS-PMH, or Student Intern in one of these disciplines. Option 2:

Overview:
Multi-employer W-2 role across CWOMHC and Lighthouse, with separate W-2 employment relationships and payroll from each entity. Approx. 40 hours per week total, split across the two organizations (about 20 hours each). Division/Unit:
Operations; Unit: n/a. Accountable to Operations Manager 2. Benefits & Schedule:
Benefits package ( PTO, health/dental/vision, professional development, retirement, disability), 4–5 eight-hour days per week, 8:00 AM–5:00 PM when possible. Compensation:
Fee-for-service within a stated range; actual compensation depends on credentials and experience. Travel up to 10% as needed. Work Conditions & Competencies
Typical office or hybrid settings; potential exposure to emotionally challenging situations. Must demonstrate teamwork, independence, cultural responsiveness, and compliance with regulatory standards (COMAR, CARF, CSA) and agency policies. Minimum 1–2 years experience with dual diagnosis or high-acuity populations preferred. Must pass background and reference checks. Familiarity with Medicaid documentation, CARF standards, and trauma-informed care required. Strong knowledge of DSM-5-TR diagnoses; capable of setting recovery-oriented, measurable treatment goals. Education & Licensing:
Bachelor’s degree required; Master’s preferred. Maryland licensure in one of the indicated disciplines must be held (same list as above).
