DISCLOSURE: This role can be fulfilled as either a W-2 employee or a 1099 independent contractor. Candidates must select their engagement type when applying. Division: Operations | Unit: n/a | Accountable to: Operations Manager 2 Client Service Location Expectations: The majority of assigned clients will reside in community-based group homes. Services may be provided at a community-based office, the company’s main office, or via telehealth, with location requirements specified during service. Caseload Makeup: 7 Category A clients at a community-based meeting room in Baltimore; other Category A clients may be serviced in the community or at additional Baltimore addresses. Scope of Service: Co-Occurring Disorder Counselor – Independent Contractor Classification: Contract Position (1099); Fee-for-service Overview: The 1099 contractor role includes responsibilities across two organizations under shared leadership and separate contractual agreements with each entity. Compensation is based on time worked and services delivered for each program. Approximately 40 hours/week scheduled over 5 days, with about half allocated to each organization. Key Responsibilities: Deliver evidence-based substance use disorder and mental health services for individuals with co-occurring disorders, in compliance with clinical models and documentation timelines. Facilitate group and individual counseling; schedule, coordinate, and document care; ensure continuity across programs. Maintain compliance with licensing requirements and ethical standards; manage invoicing and payments per entity. Coordinate with program coordinators to meet client care needs; ensure crisis intervention and safety planning as needed. This is a multi-employer W-2 arrangement across three organizations, with separate W-2 employment relationships and payroll from each entity. You will be an employee of the organizations with responsibilities and compliance tracked per entity. Division/Unit/Accountable to: Operations Manager 2 Benefits: Paid time off; health, dental, and vision insurance reimbursement; professional development support; retirement plan; disability insurance Work Schedule: 4–5 eight-hour days per week, typically Monday–Friday, 8:00 AM–5:00 PM Compensation: Fee-for-service basis; total annual range commonly framed as $50,000–$167,560 depending on credentials and experience; actual compensation to be determined per program and agreement Travel: Up to 10% of the time Work Conditions: Community-based offices or hybrid settings; potential exposure to difficult clinical situations; collaborative team environment Qualifications & Licensing

Education: Bachelor’s degree required in psychology, social work, counseling, or related field; Master’s preferred. Licensure/Certification: Maryland licensure in one of the listed disciplines (e.g., LCADC, LCPC, LCSW-C, LMSW, LGMF, etc.) or student intern eligibility. Competencies & Skills: 1–2 years in dual diagnosis or high-acuity populations preferred; familiarity with Medicaid documentation, CARF standards, trauma-informed care; strong clinical documentation and DSM-5-TR knowledge; excellent communication and teamwork; commitment to equity and culturally responsive care. Required Documentation & Compliance: Ability to maintain timely documentation and clinical billing compliance; adherence to COMAR, CARF, CSA and other regulatory standards; participation in audits, fidelity reviews, and supervision as required.
