Why does the job exist?
This position exists to ensure compliant, efficient, and expert-level procurement operations for the Higher Education Department. It fulfills state certification requirements, manages all contract and funding-related processes, and provides strategic guidance to agency staff and leadership to uphold procurement standards and prevent regulatory violations.
How does it get done?
This job is carried out through comprehensive oversight of procurement activities, contract management, and administrative support functions. The individual provides agency-wide guidance, training, and procedural documentation to ensure compliance with state procurement laws and financial regulations. They review and approve purchase orders, facilitate financial transactions, and maintain strong relationships with oversight entities. Contract responsibilities include developing, processing, and administering various procurement instruments while coordinating funding and advising on procurement strategies. Additionally, the role supports the Administrative Services Division by managing leases, capital assets, surplus property, and audit documentation, ensuring operational efficiency and regulatory compliance across all procurement related activities.

This position serves HED leadership, employees, associated agencies, local organizations and students enrolled in New Mexico Higher Education Institutions.
Ideal Candidate
The ideal candidate will have: - Certified Chief Procurement Officer (CPO) status or eligibility to obtain certification under New Mexico state procurement standards - An extensive experience in public sector procurement, including RFPs, ITBs, Sole Source contracts, IGAs, MOAs, and grant agreements - A thorough understanding of the New Mexico Procurement Code**, MAPS guidance, and related financial regulations - A proven ability to manage complex contract portfolios and facilitate financial transactions such as requisitions, purchase orders, and voucher payments - Strong communication and training skills, with the ability to guide and support staff across varying pay bands and functions - A proficiency in asset management, lease tracking, and audit preparation, including documentation retention and reporting
Minimum Qualification
Bachelor's degree in a relevant field and seven (7) years directly related experience as it relates to the essential duties of the classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive phone and personal computer usage. Direct client interaction and some travel may be required.
