Overview
Issuance, Policy Center, Manual Supervisor / State Prog Admin Director role at State of Minnesota. This position manages three units: Issuance, Policy Center, and Manuals, and leads policy development, implementation, and administration for cash assistance and related programs. Responsibilities
Plan and supervise the daily operations of the Issuance unit to deliver services efficiently and effectively, including personnel management (hiring, promotion, discipline, assignment, and grievances). Manage the Electronic Benefit Transfer (EBT) contracts and monitor performance standards; prepare and conduct procurement processes (RFPs). Supervise policy development, modernization, and implementation for statewide issuance of cash and food support, provider payments for childcare, and ensure fiscal accountability and regulatory compliance. Supervise the Policy Center unit and collaborate with program policy leaders to ensure accurate and timely policy guidance. Direct staff who create, revise, and upload policy and system procedure updates for county and Tribal Nation eligibility workers and the public. Develop professional skills and represent the department in agency-wide activities and projects. Programs

Four (4) years of professional work experience with cash, SNAP, childcare, and MAXIS/MEC2 systems, with knowledge of relevant legislation, policy, and procedures. Leadership experience (e.g., supervisor, team lead, program lead) and able to demonstrate planning and strategic action. Preferred Qualifications
Bachelor’s degree or higher in Public Policy, Human Services, or related field. Organizational, planning, development, and evaluation experience. Excellent written and oral communication skills. Experience collaborating with diverse groups and cultures. Additional Requirements
