Overview
Job title: Public Utilities Rates Evaluation Supervisor (Pub Util Rates Evaluation Supv; Public Utilities Rates Evaluation Supervisor) Agency: Minnesota Department of Commerce Location: St. Paul, MN Telework eligible: Yes (hybrid schedule available; up to 50% telework depending on business needs; primary location: Golden Rule Building, St. Paul) Responsibilities
The position will supervise and lead a team of energy analysts and policy experts to implement Minnesota's climate and energy goals while maintaining affordability and reliability of the energy system. The Energy Advocacy Unit will support regulatory functions including: routing and siting of utility-scale energy infrastructure; regional energy planning coordination through MISO, SPP, FERC, Minnesota Public Utilities Commission, and other organizations; analyses, modeling, forecasting, and stakeholder outreach; coordination with internal and external partners; and development of comments and recommendations for decision-makers. Minimum Qualifications
Five (5) years of experience performing analysis, exercising judgment, and providing leadership that includes: Experience managing or leading a program with diverse public and private stakeholders. Experience in transmission planning, integrated resource planning, distribution planning, and routing and siting of large energy infrastructure. Demonstrated supervisory or leadership experience, organizational and interpersonal skills to direct, develop, and engage staff. Leadership experience can include roles such as supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI) or comparable program. A Bachelor's degree in Planning, Public Policy, Engineering, Environmental Science, Pre-Law, or related field can substitute for one year of experience. An Advanced degree can substitute for eighteen months of experience. Preferred Qualifications
Formal supervisory experience of professional staff (staff development, goal setting, onboarding/training, performance reviews). Experience in energy regulatory or policy issues. Experience with FERC, MISO, or other regional energy planning organizations. Knowledge of the energy industry, regulation, policy, and related laws. Physical & Additional Requirements
