This position is responsible for interagency coordination within the assigned work area to carry out BWSR's statutory responsibilities under M.S. Chapters 103 A, B, C, D, E, and the Clean Water Land and Legacy Amendment. It provides technical leadership, implementation guidance, fiscal and administrative oversight, and planning assistance to local units of government and grant recipients involved in water quality and quantity restoration and protection projects, plans, and programs. Responsibilities
Provide technical, leadership, and implementation guidance to BWSR staff, soil and water conservation districts, watershed management organizations, cities, joint powers boards, watershed districts, counties, and other grant recipients. Support local governments in developing and implementing water and land management programs. Offer fiscal and administrative oversight and guidance, technical training, and planning assistance. Minimum Qualifications
Three (3) years of experience in water and soil resource management, hydrology, watershed management, water quality practices, land use planning, or a closely related technical field. A related degree may substitute for some work experience as follows: Associates substitutes six (6) months, Bachelors substitutes one (1) year, Masters substitutes eighteen (18) months. Knowledge of the structure, procedures, and inter-organizational dynamics of local, regional, state, and federal government and their boards, commissions, agencies, and affiliated associations. Knowledge of political and fiscal processes related to water and soil conservation. Oral and written communication skills to explain technical matters to staff, officials, and the public. Negotiation, mediation, and interpersonal management skills to resolve conflicts. Must possess and maintain a valid driver's license with an acceptable motor vehicle record. Preferred Qualifications
A bachelor’s degree or higher in Hydrology, Geology, Water & Land Management, Soil Science, Environmental Science, Civil/Agricultural/Environmental Engineering, or a related field. More than three (3) years of related experience. Experience working for or with local units of government. Procedural understanding of the grant programs administered by the Board of Water and Soil Resources. Additional Requirements
