Position: Medicaid Waiver Specialist - Planning Director State Working Title: Medicaid Waiver Specialist Job Class: Planning Director State Agency: Human Services Dept Location: St. Paul Telework Eligible: Yes (for applicants residing in Minnesota or a bordering state, with supervisor approval and satisfactory performance; must live within 50 miles of the primary work location if in a bordering state) Responsibilities
Direct the strategic planning, legal analysis, development, negotiation, and administration of the Department of Human Services’ Medicaid waivers. Set the overall strategy, standards, and best practices in relation to federal Medicaid authorities. Study the impact of new federal requirements, determine their effect on a case-by-case basis, research practices in other states, and develop strategies for implementing new federal requirements at the state level. Establish and manage internal and external partnerships. Engage key stakeholders in program planning, represent the section in legislative planning and management discussions, and represent DHS with other agencies at the federal level. Develop the agency response to federal regulatory and subregulatory guidance issued by CMS and HHS. Minimum Qualifications
Three years of specialized professional experience developing federal Medicaid authorities. Experience must include leading the development and negotiation of federal Medicaid waivers and demonstrated knowledge of relevant federal statute, regulation, and sub-regulatory policy. Preferred Qualifications
Law degree or advanced public policy degree from an accredited institution. Experience working effectively with others from diverse backgrounds and cultures. Additional Requirements
