UNFCCC Policy Consultant, Programme Group, CEED, NYHQ, remote

Join UNICEF as a UNFCCC Policy Consultant in the Programme Group at the Child, Early Education & Development (CEED) Hub headquartered in New York, working remotely from the US. The role supports UNICEF’s strategy to embed child rights across the Paris Agreement, advancing policy and finance to protect children from climate change. Scope of Work

The consultant will support UNICEF’s Center of Excellence for Climate Resilience for Children to advance child-responsive climate policy and finance, focusing on Party engagement under the UNFCCC process. Key responsibilities include: Advise on UNFCCC negotiations and Party engagement; Develop and update a detailed UNFCCC negotiations engagement plan, including targeted Parties, key messages and priority interventions; Deliver briefing notes, agendas and summaries for key climate events (e.g., COP, SB sessions); Provide analyses of UNFCCC and Action Agenda developments following SB64, COP31 and subsequent COP conferences; Organize climate policy meetings with regional partners and internal UNICEF teams to align advocacy, programming and partnerships; Support coordination with relevant UNICEF teams and COP31/COP32 project managers to track progress and maintain alignment; Prepare briefing packs and internal mapping of UNICEF’s engagement across the COP Action Agenda and support transition reports for COP leadership transitions; Engage with external partners to develop and deliver policy briefings, webinars and outputs for governments and stakeholders. Qualifications

Master’s degree in international relations, social sciences, law, environmental science, sustainability, or a related field; Minimum of 6 years’ experience delivering results in development and/or climate-relevant sectors; 5+ years working in multilateral policy processes related to sustainable development and climate change; Experience preparing briefing materials and presentations for high-level officials; Strong knowledge of the UNFCCC process, including COP Presidencies; Strategic thinker able to prioritize and execute tasks while maintaining alignment with overall objectives and timelines; Excellent verbal and written communication skills in English (additional UN languages desirable). Commitments

The assignment runs from 1 Dec 2025 to 31 Dec 2027. UNICEF offers a competitive remuneration package, covering travel and subsistence as required, and full compliance with UNICEF’s visa, health insurance, and equal opportunity policies. The consultant will be a temporary staff under the UN Contract for Consultants.
