Overview

King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community. We are seeking a highly motivated, organized, and enthusiastic team player to collaboratively lead the finalization and implementation of standard department-wide post-award contract management policies and procedures currently in development. In response to recent audit findings, King County has engaged consultants to help DCHS rapidly identify needed process changes to improve internal controls and post-award contract management practices. The consultants will advise the department on industry best practices and possible process and structural changes needed to implement them. DCHS leadership will be responsible for designing and implementing changes that result in effective, efficient, and equitable contract management and financial management processes for community services programs across the department. Responsibilities

Lead the finalization and implementation of department-wide post-award contract management policies, procedures, and standards and manage processes to continuously improve their effective, efficient, and equitable implementation across the Department. Lead DCHS response to audit recommendation items related to contract management. Develop a DCHS Contract Management Handbook/Manual. Support the development and implementation of trainings, tools, and resources for all staff involved in post-award contract management. Research, interpret, and summarize local, state, and federal laws and regulations as well as industry best practices to provide guidance to DCHS leadership on risk mitigation and innovative approaches. Establish collaborative partnerships with DCHS Division, Director's Office leadership, peers in Public Health and other local public agencies, and King County's Procurement & Payables group. Other duties as assigned. Qualifications

Experience leading cross-functional work groups; facilitation, conflict resolution, and consensus building. Experience planning and executing complex change management projects. Experience in development and documentation of policies and procedures. Experience developing and delivering trainings and tools for diverse groups. Experience mapping and improving work processes to meet deadlines and deliver high-quality results. Ability to prioritize workloads and work under pressure with changing priorities. Ability to work collaboratively in team, virtual, and hybrid environments. Proficiency with MS Office Suite, including Teams and SharePoint. Desired Experience, Qualifications, Knowledge, Skills

Understanding of post-award contract management principles, practices, and frameworks within King County. Understanding of DCHS structure and current contract management approaches. Experience working with contracted service providers. Experience with DCHS' Agiloft system or similar contract lifecycle management data systems. Additional Position Information

This position has been designated Non-Mission Critical. Employees are expected to report to work during emergencies unless directed otherwise. For details, see HR Policy County Operations During Emergency Situations and King County Guidelines for Workforce Management in an Emergency. The DCHS Director’s Office team works in a hybrid model with remote and onsite work. Primary onsite location: Chinook, 401 5th Ave, Seattle, WA 98104. Employees must reside in Washington state and within a reasonable distance to respond to workplace reporting requirements. County-provided tools support remote work. This position is exempt from the Fair Labor Standards Act and not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm. Classification: Special Projects Manager II WHO MAY APPLY:
