Health and Environmental Investigator IV
Summary
The incumbent will be responsible for day-to-day leadership of the Solid Waste, Community Health, and Zoonotic Disease Program in close collaboration with an experienced co-Supervisor and reporting to the CTSP Section Manager/Assistant Environmental Health Director. The position has direct responsibility for three lines of business: illegal dumping, rodent control, and pet businesses, while the co-supervisor is responsible for solid waste facilities, biomedical waste, and waste screening.
This vacancy is being filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment. This Special Duty is currently anticipated to last up to six (6) months.

Job Duties
Provide leadership and supervision for 8 direct-report staff, with co-supervisory support for 6 additional staff and interns.
Ensure continuity on priority program initiatives, including pet business code revision and implementing enterprise permitting and licensing software.
Oversee program operations such as complaint response, outreach and education, and SharePoint project coordination.
Manage budgets, contracts, invoicing, and reporting for the City of Seattle and King County Solid Waste Division.
Represent the program and maintain strong working relationships with agency partners, community members, and other stakeholders.
Foster a positive and inclusive team culture through coaching, feedback, recognition, and professional development.
Apply equity and social justice principles across all aspects of program operations, decision-making, and community engagement.
Address complex compliance and customer service issues related to rodents, illegal dumping, and pet businesses.
Participate on Section and Division’s Leadership Team and align program operations with section and division goals.
Perform other duties as assigned, including Health and Environmental Investigator III responsibilities as needed.
Required Experience, Qualifications, Knowledge, Skills
Knowledge and experience in environmental public health.
Skill and experience in leading people.
Project management and program and policy development experience.
Skill in conflict resolution, interest-based communication, and de-escalation.
Strong oral and written communication skills, and ability to adapt communications approaches to different audiences.
Ability to apply principles of cultural competency and equity and social justice in program operations.
Ability to develop grant reports and billings and manage program budgets.
Proficiency with Microsoft Office 365 tools, including Outlook, Word, Excel, OneDrive, and Teams.
Valid Washington State driver’s license.
May need to lift 20–40 lbs and occasionally travel by ferry or boat.
Desired
Direct work experience in illegal dumping, rodent control, and zoonotic disease prevention, and knowledge of related state and local regulations.
Registered Environmental Health Specialist (NEHA) or Registered Sanitarian (WSBRS) within twelve (12) months of hire.

40 hours per week, Monday–Friday, occasional evenings, weekends, and on-call work. FLSA Exempt and not eligible for overtime.
Work Location
The work associated with this position will be performed through a combination of remote and onsite work. The successful candidate may be expected to report to the office for onsite work typically 1-2 times a week. The frequency of onsite work may vary based on business or operational needs and be adjusted accordingly. The primary onsite location is the Chinook Building, 401 5th Ave, Seattle, WA 98104. This position also has occasional travel by ferry or boat.
