Overview The NYC Department of Environmental Protection (DEP), through the Bureau of Engineering Design & Construction (BEDC) Wastewater Capital Program (WWCP), oversees the design and construction of major capital projects for the Bureau of Wastewater Treatment (BWT) and the Bureau of Water Supply (BWS). BEDC manages a portfolio of projects valued at billions of dollars and aims to meet wastewater treatment requirements into the future. BEDC seeks to hire two Administrative Project Managers (NM) to be Accountable Managers (AM) for WWCP, supervising and supporting design and construction of WWCP projects across WRRFs, pump stations, and related programs including CSO programs.

The AMs will direct planning, design, and construction oversight, ensure schedules, budgets, and scope are met, and exercise independent initiative and judgment to achieve project goals. They will guide subordinates, approve staffing, and ensure Environmental Health & Safety is incorporated throughout the project lifecycle, with a strong focus on client service to operating bureaus.

Responsibilities

Direct oversight of planning, design, and construction of major capital projects in WWCP in coordination with BWT and BWS.

Ensure adherence to scope, schedule, budget, and project control procedures; prepare schedules and work products to match the project scope.

Prepare, negotiate, and process modifications to Consultant Contract scope, cost, and schedule to achieve successful project completion.

Provide day-to-day guidance and oversight of staff, manage staffing requirements, and evaluate personnel and leave.

Ensure Environmental Health & Safety is integrated throughout the project lifecycle; maintain a strong client-service focus for operating bureaus.

Implement project delivery procedures and coordinate with bureau support divisions (e.g., Project Controls, Permit Resource Division, Sustainability, Contracts Support).

Assess and respond to major capital project needs, recognize requirements early, and drive projects from conception to completion.

Maintain seamless communication with Agency Bureaus, City and State Agencies, and key stakeholders; focus on issue resolution and risk mitigation.

Monitor key performance indicators (Scope, Schedule, Budget, and other metrics) and report to the Deputy Portfolio Manager.

Lead or coordinate with project staff to ensure quality of project delivery and opportunities for professional growth.

Qualifications

Minimum Qualifications:

A baccalaureate degree in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time experience in planning, administering, or expediting engineering design/construction of a very large project, including two years in an administrative/managerial capacity; or

A four-year high school diploma or educational equivalent and nine years of the described experience, including two years in an administrative/managerial capacity; or

Education/experience equivalent to the above; an accredited Master’s degree or professional licensure may substitute for one year of experience, with the two years of administrative/managerial experience still required.

Preferred Skills:

Proficient written and oral communication with diverse project staff and stakeholders, including regulatory agencies.

Valid New York driver’s license with no restrictions for the duration of employment.

Knowledge of permitting, equipment, codes, standards, and field testing; ability to review and interpret complex contract documents.

Understanding of project resources, schedule implications of changes, and ability to assess consultant/contractor performance.

Knowledge of safety and design standards relevant to wastewater resource recovery facilities.

Experience with contract specifications for major public works projects and with project controls software (e.g., MS Office, scheduling tools).
