Job Summary A member of the Assistant Director Team. Manages in a person-centered manner a variety of accounting functions, including Operations (OPS) budget, OPS accounts payable, general ledger, cash management, state claims, TCRC and vendor audits, special projects, specialized funding, and grants. Provides backup for the Chief Financial Officer (CFO) as needed.

Supervision Reports to and receives direction from the CFO. Controller supervises OPS Accounts Payable Assistant, Fiscal Auditor, Financial Analysts, Grants Financial Specialist and OPS/POS Accounting Assistant.

Job Duties & Responsibilities

Develop and track the annual OPS budget and update monthly projections; review expenses, general ledger coding, and ensure timely corrections; oversee staff travel reimbursement.

Prepare schedules to support DDS monthly Purchase of POS expenditure projection (PEP) and generate financial reports for the CFO, Leadership Team, Board of Directors, ARCA and DDS; produce audit-related reports.

Manage TCRC cash through daily monitoring, bank credit line usage, and monthly forecasts; review bank reconciliations and wire transfers.

Maintain the general ledger and review trial balances; approve journal entries; oversee state claiming processes with DDS; update claims vs. reimbursement schedules.

Manage the annual vendor audit plan in compliance with DDS contracts; review audit reports; participate in vendor audits as needed.

Oversee special fiscal projects such as ICF-SPA; ensure AP and AR accuracy; coordinate with project staff and review reports.

Collaborate with the CPP Manager and CFO on CPP funding allocation plans, contracts, and financial reporting; monitor CPP start‑up and OPS costs.

Supervise Grant Financial Analyst and related staff, tracking and reporting for Foster Grandparents/Senior Companions, Family Resources, Trust, and other grants; ensure compliance with grantor fiscal requirements.

Supervise assigned accounting staff, assign tasks, monitor performance, and ensure compliance with state and internal controls.

Lead the annual CPA independent financial audit and the bi‑annual DDS fiscal audit; implement internal control improvements; provide data for audited statements and IRS Form 990.

Manage the Financial Analyst as DOFA liaison for the TCRC Self‑Determination Project (SDP); support SDP budgets, spending plans, authorizations, and electronic billing.

Analyze fiscal impacts for POS services with the Financial Analyst; review cost statements and projections; approve monthly POS late billing projections.

Keep CFO and other key management personnel informed of budget and cash issues; provide backup to the CFO as required.

Create, revise, and implement policies and procedures for compliance with agency, state, federal, and contract accounting requirements.

Provide data for the annual DDS Rent Survey, May Revision Budget Survey, DDS Administrative Survey, and other financial surveys.

Collaborate with Facilities and Purchasing Manager to track purchases against budgets and purchase orders.

Work with HR Payroll and Benefits staff to review payroll and benefits invoices and maintain monthly payroll projections.

Track HR‑related budget items, including benefits enrollment rates and recruitment costs; incorporate fiscal impacts into OPS projections.

Review annual Caseload Ratios and CalPERS retirement plan valuation; report findings to the CFO and adjust OPS forecasts as directed.

Assess training and development needs of direct staff; develop materials and provide training to staff, managers, and providers.

Participate in the Assistant Directors/Directors team, Leadership group, and various committees; present financial and administrative information to boards and committees.

Build and maintain external relationships with bank executives, audit staff, ARCA staff, regional center peers, DDS representatives, key operations vendors, service providers, and community partners.

Participate in ARCA’s CFO group, ARCA Finance Committee, TCADD Administration Committee, and Audit Committee; present to the TCADD Board of Directors.

Research, review, and stay current on State & DDS budget, legislation, and local economic trends; incorporate information into financial projections and planning.

Other duties as assigned.

Knowledge And Skills Accounting principles and procedures; best practices for business and non‑profit organizations; budgeting, forecasting, cash management, financial analysis, internal controls, reporting, auditing, project management; policy interpretation and procedure implementation; staff supervision and training; proficiency in computerized accounting systems; advanced Excel and Word; clear oral and written communication; effective working relationships.

Education And Experience

Possession of an advanced degree in finance, accounting, economics, business, or public administration AND five (5) years of experience, including 3 years minimum in a supervisory role in a complex public, quasi‑public, non‑profit, or business organization.

OR possession of a bachelor’s degree in finance, accounting, economics, business, or public administration AND seven (7) years of related experience, including 3 years minimum in a supervisory role in a complex public, quasi‑public, non‑profit, or business organization.

Physical Requirements Adequate manual dexterity and coordination for operation of a computer and other standard office equipment is required. The ability to sit at a workstation for long periods, read, write, and comprehend large amounts of written material, use the telephone, and communicate via electronic mail are all required. Occasional travel to other work‑site locations is required. The ability to stand, sit, walk, push, pull, kneel, stoop, bend, and squat is required. The employee may be required to lift and/or move up to 10 lbs. infrequently up to 20 lbs. Specific vision abilities required include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Each of these physical tasks is an essential function of the position.
