This posting describes the Information Technology Specialist I role with the California Department of Health Care Services (DHCS). Under direction of the Information Technology Supervisor II, the Information Technology Specialist I (ITS I) receives assignments related to procurement, implementation, and management of projects for Medi-Cal Dental. The ITS I participates in the development of procurement strategies and risk mitigation plans, issue papers, Advanced Planning Documents (APDs), and other control agency reporting. The incumbent acts as lead technical expert for planning, designing, building, testing and implementing new systems, enhancing existing systems, and/or takeover enhancement projects. The ITS I leads technology and security liaison projects and supports the development and implementation of complex system changes by working collaboratively with multidisciplinary teams composed of state staff and contractors. This includes translating program policies and business needs into system requirements and specifications. The ITS I participates in activities such as analyzing, planning, designing, developing, testing, implementing, maintaining, and providing instruction on system modifications to ensure accurate, timely, and cost-effective processing of Medi-Cal Dental claims and related invoices, in alignment with departmental and regulatory requirements. The ITS I acts as a liaison between non-technical Program staff during projects, including procurement-related activities, requirement development, technical data review, and acceptance testing related to Medi-Cal Dental. The ITS I manages all activities to the project schedule and incorporates industry best practices into the development and implementation of processes; the ITS I ensures activities are performed in compliance with current IT standards and guidelines.
