Staff Services Manager I – CA Department of Corrections & Rehabilitation Under the HPE Staff Services Manager (SSM) II, the SSM I is the first line supervisor for a group of analysts providing hiring, recruitment, certification, classification & pay (C&P) services to the Department.

The SSM I ensures staff performance measures are met; provides effective supervision, training, and technical direction to analytical staff in the administration of the State’s C&P plan and personnel management functions; plans and distributes workload and sets priorities; provides technical advice and consultation to HQ staff and managers in the interpretation and application of hiring, recruitment, certification, and C&P policies and procedures; personally handles the most sensitive and complex problems; acts as a liaison with various control agencies; contributes toward achieving the Department’s goals of workforce excellence and organizational effectiveness; models and instills the Department’s core values of integrity, accountability, collaboration, and employee well‑being; and acts in the absence of the Staff Services Manager II as necessary. This position requires the use of the Business Information System, Human Resources Technology Success (HRTS), and State Controller’s Office data systems for many daily activities.

Hiring Process The California Department of Corrections and Rehabilitation (CDCR) Headquarters has implemented a new automated system to streamline the hiring process. HRTS is an intuitive, user‑friendly system that provides the applicant access to real‑time updates throughout the hiring process. Position Details This advertisement is for a permanent/full‑time Staff Services Manager I position located in Human Resources Headquarters at 9825 Goethe Road in Sacramento, California. Please indicate the JR number 3124 and the position number on your application: 065-573-4800-037.

Minimum salary: $7,172.00 – $8,910.00. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. Multiple positions available. Hybrid telework opportunities with in‑person work required at least two days per week. Employee must reside in California upon appointment.

Working Conditions This position provides hybrid telework opportunities, with employees required to work in‑person at least two days per week. However, changes to the hybrid/telework program are at the department’s discretion.

Desirable Qualifications

Excellent communication and interpersonal skills, and leadership ability.

Knowledge of the State of California’s civil service personnel laws, regulations, policies, and practices.

Experience partnering with internal stakeholders and/or external stakeholders.

Experience working with stakeholders to resolve sensitive personnel issues.

Experience with technologic platforms including Microsoft Excel, Access databases, data metrics, and DocuSign to organize and analyze data.

Proficient in expressing ideas and information in writing and orally, clearly, accurately, and in an organized manner.

Ability to effectively lead under pressure, adjust to shifting priorities and meet stated deadlines.

Ability to exercise a high degree of initiative, independence and flexibility.

Ability to handle multiple tasks while being creative and remaining highly motivated.
