Final Filing Date: 11/6/2025. This position may be eligible for telework. Caltrans supports telework, with in-person attendance possibly required based on operational needs. The selected candidate may be required to commute to the headquarters location as needed. Travel statewide may be required.

Job Description and Duties Under the direction of the Compliance Branch Manager, Staff Services Manager I, the incumbent is responsible for monitoring and oversight of OCR programs in accordance with various state and federal statutes, regulations, policies and procedures including but not limited to: Code of Federal Regulations (CFR) 49 (Part 26), U.S. DOT, Federal Highway Administration (FHWA), Disadvantaged Business Enterprise (DBE) Program guidelines, Disabled Veteran Business Enterprise (DVBE) Program, Small Business Program and Department of General Services (DGS) guidelines, and OCR internal policies and procedures. Statewide travel is required on an as needed basis.

Requirements and Eligibility Eligibility for hire may be determined by your score on the Associate Governmental Program Analyst exam. For those who do not have current eligibility and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Applicants should be prepared to report to their worksites as needed to meet operational needs.

Special Requirements

Possession of a valid driver’s license is required when operating a state owned or leased vehicle.

Statement of Qualifications (SOQ) is required.

The SOQ serves as documentation of each applicant’s ability to present information clearly and concisely in writing. Each question must be numbered and addressed in the same order as the questions below. The SOQ must be typed, no more than two pages in length, and 12-point Arial font. SOQs that do not meet minimum standards will be disqualified. Resumes, letters, and other materials will not be considered a substitution of the SOQ.
