Human Resource Consultant 2 – HRMS (HRC2) Recruitment #2025-10-A426 | Full‑time, Permanent, Non–Represented position | Location: Natural Resources Building – Olympia, WA | Salary: $5,011–$6,735 Monthly | Partial telework flexibility available. Relocation compensation may be available.

Overview The Washington State Department of Natural Resources (DNR) Human Resources Division seeks a Human Resource Consultant 2 (HRC2) to deliver impactful human resources support. This role reports to the Human Resources Data and Reporting Manager and focuses on HRMS data accuracy, training, and onboarding.

Responsibilities

Oversee and participate in Peer‑to‑Peer audit processes of HRMS transactions.

Create, maintain, and update peer‑audit processes; train HRMS processors on these processes.

Perform peer‑to‑peer audits, ensuring transaction accuracy.

Provide training to new and existing HRMS processors on HRMS and related systems.

Create user guides and desk manuals for HRMS users.

Consult with the HRMS Data & Reporting Manager on policy and procedural updates.

Process personnel and position transactions, including salary determinations, benefit eligibility, appointment letters, and termination actions.

Onboard new employees and coordinate required paperwork.

Manage organization, position, and department transactions in HRMS.

Adjust retro/minus pay and coordinate with Payroll when necessary.

Explain HR rules, collective bargaining agreements, policies, and procedures to managers and staff.

Respond to employee and public inquiries related to HRMS data.

Required Qualifications

Bachelor’s degree in human resources, administration, business, or related field (or comparable education/experience).

Experience in a human‑resources or related setting.

Experience entering and retrieving data from a human‑resource information system.

Proficiency in basic arithmetic for simple calculations.

Experience training others and multitasking in a fast‑paced environment.

Strong customer‑service orientation, verbal and written communication skills.

Preferred Qualifications

Experience using HRMS.

Experience interpreting public‑sector HR statutes, rules, contract terms, and agency practices.

Special Requirements and Employment Conditions

Primary duty station: Natural Resources Building, Olympia, WA; work is ~95% indoors.

Occasional travel (≤5%) may be required.
