Overview

The Division of Administration/Office of Planning and Budget has a vacancy for a position with an assigned pay grade of AS-621. This role is responsible for implementing performance-based budgeting in the Executive Branch of Louisiana state government and provides budget-related services such as long- and short-term financial analysis, operating budget development, monitoring and control, and policy development.

Responsibilities

Evaluates operating budget requests and develops performance-based budget recommendations for assigned state agencies. Interprets and evaluates agency policies, strategic plans, and operational plans to determine efficiency and effectiveness of programs and activities. Researches and interprets complex relationships of federal, state, and local funding laws, rules, and regulations to assess financial impact on assigned agencies and the state. Drafts assigned sections of the Executive Budget and related documents, including the Continuation Budget and Five-Year Base Line Projection. Reviews and analyzes legislative instruments that have a fiscal impact on assigned agencies, providing bill summaries as directed. Reviews agency financial and performance records for compliance with constitutional and statutory mandates. Monitors appropriations for assigned agencies. Analyzes mid-year budget adjustment requests for assigned state agencies and testifies before legislative committees to justify adjustments. Conducts complex policy analysis and special projects for the Governor and Commissioner of Administration. Assists in the training of lower-ranking State Budget Management Analysts and supports the State Budget Manager.

Qualifications

Nine years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR Six years of full-time work experience in any field plus six years of experience in the areas listed above; OR A bachelor’s degree plus six years of experience in the areas listed above; OR An advanced degree plus five years of experience in the areas listed above. Experience substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience up to a maximum of four years.

Compensation

This position has a Special Entrance Rate (SER) of $2,560.80 biweekly.
