Base pay range JOB DESCRIPTION AND DUTIES

Under the direction of the Staff Services Manager I (SSMI), the Associate Governmental Program Analyst (AGPA) performs the most complex, journey level analytical and technical work in support of Medicare and private insurance billing, related to individuals residing at the Porterville Developmental Center (PDC) and the Canyon Springs Community Facility (CSCF); quality control processes, and conservatorship when the Director has been legally appointed as the Conservator of the Estate. Responsible for PDC Medicare Part D oversight, reporting, and analytical support to ensure program integrity, compliance with federal and state billing requirements, and accuracy while maximizing reimbursement. Serves as a back‑up for PDC and CSCF Medicare Part A and B, Commercial Insurance and Conservatorship of the Estate. Responsible for conducting policy and regulatory research, staying current on applicable guidance to ensure program alignment with evolving requirements, and making recommendations to management. Contributes to quality control efforts, assists in preparing the annual Medicare Cost Report and Medicare Compliance Audit, and serves as a liaison across internal units and external stakeholders. Supports all MICQ program areas as needed, and duties may evolve based on operational, program or regulatory changes.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.
Working Conditions Under Government Code 14200, this position is a hybrid, in‑office/telework position, and may be subject to change. The incumbent may be required to report to the office or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. Incumbent must live and work in California. All commute expenses to the reporting location will be the responsibility of the selected candidate. This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position. The position is a hybrid, in‑office/telework position, and may be subject to change. Incumbent may be required to report to the office or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. Computer will be used daily up to 70% of the time on the following applications (Microsoft Word, Outlook, Excel, Teams).
