Job Description Salary: $25 - $45 per hour

DISCLOSURE - MULTI-EMPLOYER ROLE This W-2 hourly Operations Manager position includes responsibilities that span across the following three organizations, all under shared leadership:

FOCUS #1: Community Wellness Outpatient Mental Health Center

FOCUS #2: Lighthouse Behavioral Health Center

FOCUS #3: Freedom Healthcare

You will maintain separate W-2 employment relationships with each organization and will receive individual payroll compensation from each entity based on the time worked and services provided for their respective programs. This means you will be an official employee of all three companies, with hours, responsibilities, and compliance obligations tracked separately for each. This role is structured as a 40-hour per week position, with a portion of the total weekly hours allocated to each organization. While day‑to‑day supervision and scheduling will be coordinated centrally to support integrated care, each employer will manage its own onboarding, HR, and compliance processes in accordance with applicable laws and organizational policies.

DIVISION Operations

ACCOUNTABLE TO Chief Operations Officer (CEO in the absence of Chief Operations Officer)

CLASSIFICATION This is a full‑time, W-2 employee position totaling 40 hours per week, worked over three scheduled days, with hours allocated across three affiliated companies as follows:

Freedom Health Care Freestanding General Primary Care Clinic (FHFSGC): Part‑time, W-2 employee approximately 4 hours per week (10% of total weekly hours)

Community Wellness Outpatient Mental Health Center (CWOMHC): Part‑time, W-2 employee approximately 18 hours per week (45% of total weekly hours)

Lighthouse Behavioral Health Center (LHBHC): Part‑time, W-2 employee approximately 18 hours per week (45% of total weekly hours)

WORK SCHEDULE (Monday – Friday, 8:00 AM – 5:00 PM):

8:00 AM – 8:10 AM – Team check‑in and daily planning

8:10 AM – 8:40 AM – Participate in Operations Division leadership meeting

8:40 AM – 11:40 AM – Conduct six (6) 30‑minute clinical supervision sessions (or use time for candidate interviews or operations support)

11:40 AM – 12:20 PM – Lunch

12:20 PM – 1:20 PM – Weekly standing meetings with COO, HR, or finance (based on day)

1:20 PM – 2:50 PM – Conduct six (6) 15‑minute client observations for supervisee quality monitoring

2:50 PM – 4:50 PM – Conduct four (4) 30‑minute client‑facing sessions (H0001/90791 or follow‑up) with real‑time ICANotes documentation

4:50 PM – 5:00 PM – Team wrap‑up and end‑of‑day troubleshooting

COMPENSATION RANGE Compensation for this position ranges from $28.00 to $45.00 per hour, and is commensurate with experience, expertise, verified credentials, and available company budget. ANTICIPATED TRAVEL 10% of the time. There is no additional compensation for travel.

PHYSICAL DEMANDS Walking and standing during rounds, site visits, and staff monitoring. Prolonged desk work for documentation review and EHR navigation. Occasional lifting of materials or supplies (up to 25 lbs).

WORKING CONDITIONS Behavioral health clinic and residential group home environments. Fast‑paced and compliance‑driven work setting. Must be available for scheduled on‑call coverage and weekend responsiveness.

COMPETENCIES AND SKILLS

Experience overseeing both residential and outpatient services

Familiarity with ICANotes or similar EHR platforms

Training in trauma‑informed care, motivational interviewing, and harm reduction

Minimum 5 years of experience in clinical and operational leadership in behavioral health settings

Familiarity with COMAR 10.47 regulations, Medicaid billing, and accreditation standards (CARF, OHCQ, CSA)

Strong leadership, communication, and documentation review skills

Board‑approved Clinical Supervisor credential

Experience with Medicaid documentation and behavioral health billing

Familiarity with CARF or Joint Commission accreditation standards

Experience supervising clinical interns and pre‑licensed professionals

LEVEL OF EDUCATION / TRAINING / QUALIFICATIONS Master’s degree in counseling, social work, psychology, or related behavioral health discipline. Current Maryland licensure as LCPC, LCSW‑C, LCADC, LGADC, or equivalent. Board‑approved clinical supervisor status under MD Board of Professional Counselors and Therapists.

FOCUS #1: ACCOUNTABLE FOR Administrative oversight and clinical supervision of the outpatient mental health center (OMHC), ensuring compliance with COMAR, maintaining documentation standards, overseeing multidisciplinary staff, and directing service delivery.

SUMMARY OF POSITION RESPONSIBILITIES The Program Director & Clinical Supervisor for CWOMHC provides executive oversight of clinical operations, administrative systems, staff supervision, and regulatory compliance for the outpatient mental health clinic. This dual‑role position is responsible for ensuring the continuity of clinical services, monitoring staff performance, managing program quality and efficiency, and fulfilling the duties required under COMAR. The role ensures that clients receive clinically appropriate, timely, and coordinated mental health services while maintaining compliance with state regulations, audit standards, and ethical practices.

SCHEDULED DUTIES AND RESPONSIBILITIES

Administer day‑to‑day operations of the outpatient mental health center

Supervise front desk, intake, scheduling, and patient access functions

Facilitate weekly staff meetings and department‑specific huddles

Provide weekly/biweekly clinical supervision to LMSWs, LGPCs, and interns

Monitor service documentation for 90791, 99214, 90837, 90832, and H0032 codes

Ensure documentation meets Medicaid and COMAR audit readiness standards

Train and mentor clinicians in real‑time documentation and integrated service delivery

Collaborate with billing, compliance, and HR to maintain records for state inspections

Prepare for CARF, OHCQ, and Medicaid audits and lead corrective action plans

Coordinate closely with psychiatric, nursing, care coordination, and peer support teams

Participate in treatment team meetings and clinical case reviews

Assist with integration of behavioral health and primary care efforts with partner organizations

UNSCHEDULED DUTIES AND RESPONSIBILITIES

Troubleshoot staff or client‑related issues as they arise

Support recruitment and onboarding of new staff and clinical interns

Attend community stakeholder or provider network meetings as a representative of CWOMHC

Provide leadership during internal or external crises impacting clinical care

SUMMARY OF POSITION RESPONSIBILITIES The Operations Manager for Lighthouse Behavioral Health Center fulfills the regulatory roles of Clinical Director, Program Administrator, and Clinical Supervisor across residential and outpatient substance use disorder treatment services. Responsibilities include supervising clinical and administrative teams, ensuring compliance with COMAR Title 10.47, overseeing daily operations, and delivering client services effectively and ethically.

SCHEDULED DUTIES AND RESPONSIBILITIES

Supervise daily clinical activities, therapy sessions, group programming, and treatment planning

Review and co‑sign documentation as required for unlicensed or provisionally licensed staff

Lead clinical case reviews and staff development huddles

Ensure service codes such as H0024, H0038, W7330, W7350, 99214, and H0001 are used appropriately

Oversee facility readiness, compliance with safety protocols, and emergency preparedness

Coordinate staffing schedules to ensure round‑the‑clock supervision at residential sites

Manage residential census and ensure timely service initiation for new admissions

Lead weekly operations and quality assurance meetings

Conduct staff evaluations, manage corrective action plans, and oversee onboarding

Train and supervise Psychiatric Mental Health Nurse Practitioners, Addictions Counselors, Co‑Occurring Disorder Counselors, Registered Peer Supervisors, and Social Work Supervisors
