This job description describes a dual engagement opportunity available as either a W-2 employee or a 1099 independent contractor. Clients will primarily reside in community-based group homes. Services may be provided at client homes, community-based offices, the company’s main office, or via telehealth, provided that either the provider or client is located at an approved site during the service. Caseload includes Category A clients at a community-based meeting room in Baltimore and other clients serviced in the community or at specified addresses. Engagement Options

Option 1: 1099 Independent Contractor Scope of Service:

Co-Occurring Disorder Counselor – Independent Contractor Classification:

Contract Position (1099). Fee-for-service. Multi-Entity Contractor Role:

Role spans two organizations under shared leadership: Lighthouse Behavioral Health Center and Community Wellness Outpatient Mental Health Center. You will maintain separate contractual agreements with each entity and invoice/receive compensation separately for services rendered to each program. Workload:

Approximately 40 hours per week scheduled over 5 days; about half allocated to each organization. Responsibilities and payment are managed by each entity with own scope of work and compliance requirements. You are responsible for taxes, benefits, and liability coverage and must adhere to licensing requirements relevant to each organization. Overview:

The contractor provides outpatient services and schedules group and individual counseling, assessments, and documentation within the designated service period. Option 2: W-2 Employment

Disclosure – Multi-Employer Role:

The W-2 position spans three organizations under shared leadership. You will maintain separate W-2 employment relationships with each organization and receive payroll compensation from each entity based on time worked and services provided. The combined role is full-time (40 hours per week) across the organization network. Division/Unit:

Overview:

Seek licensed Co-Occurring Disorder Counselors to provide outpatient substance use disorder and/or mental health services on an independent contractor or employee basis, with client documentation, assessment, and treatment planning within required timelines. Focus 1 – Outpatient Substance Use Disorder Treatment (Lighthouse/OP SUD): Deliver evidence-based substance use disorder treatment to individuals with co-occurring disorders. Maintain fidelity to clinical models; apply trauma-informed, person-centered practices. Develop and review treatment plans; ensure timely documentation. Coordinate with program coordinator to meet client care needs; follow COMAR, CARF, Medicaid standards; maintain appropriate documentation in ICANotes. Adhere to program curricula or integrate approved approaches as appropriate. Complete initial treatment plans within 7 days; conduct monthly plan reviews; perform periodic reassessments every 6 months. Focus 2 – Outpatient Mental Health Disorder Treatment (CWOMHC): Deliver mental health-focused treatment to individuals with co-occurring conditions; maintain model fidelity; apply trauma-informed practices. Complete initial and updated assessments; maintain documentation in EHR per CARF/CSA/COMAR. Provide case management, crisis intervention, and safety planning; coordinate with internal/external providers. Follow fidelity guidelines; participate in audits, supervision, and quality improvement activities. Service Schedule, Documentation & Compliance

On-site service delivery as specified; telehealth permitted if client is on-site. Schedule services at least 7 days in advance. Invoices must detail dates, locations, and nature of work. Maintain fidelity to integrated treatment approaches; attend trainings and CEUs; comply with COMAR, CARF, CSA, and agency policies. Documentation must be completed in ICANotes and submitted within the service window. Qualifications & Licensing

Required Maryland licensure in one of the listed disciplines (LCADC, LGADC, CAC-AD, CSCAD, ADT, LCPC, LGPC, LCSW-C, LCSW, LMSW, LBSW, LCMFT, LGMF, Licensed Psychologist, Registered Psychology Associate, CRNP-PMH, APRN-PMH, CNS-PMH, or Student Intern in one of these disciplines). Education: Bachelor’s degree in psychology, social work, counseling, or related field (Master’s preferred). Proposals & Selection (RFP Process)

Prospective contractors may submit proposals on a rolling basis. Required proposal sections include contractor information, licensure, experience, approach, compensation, and availability. Proposals are evaluated on licensure compliance (30%), relevant experience (25%), competitive rate (20%), availability (15%), and completeness/professionalism (10%).
