Job Summary Associate Governmental Program Analyst (AGPA) – Department of Transportation,

Caltrans District 3 . Salary: $6,031.00 – $7,547.00 per month. Employment type: Permanent, Full Time.

Job Description and Duties Under the direction of the Central Region Services Branch Chief of Design Support, the AGPA provides highly critical technical budget analysis, project delivery facilitation, resource management, and administrative support to ensure completion of staff work for the Project Development Office and related Caltrans units. The AGPA independently researches, analyzes, and monitors allocations, expenditures, and budgetary management for the Central Region Services Division, covering the Office of Design in San Luis Obispo, Stockton, and Fresno.

Responsibilities

Conduct comprehensive budget analysis and forecasting for Central Region Services projects.

Monitor and manage allocation of resources, expenditures, and workload across multiple units.

Provide administrative support and facilitate project delivery to meet critical operational objectives.

Prepare reports and presentations for internal and external stakeholders.

Collaborate with cross‑functional teams to maintain accurate financial records.

Minimum Qualifications

Minimum of a bachelor’s degree in business, finance, engineering, or related field, or equivalent experience.

Experience in planning, organizing, and completing special assignments with emphasis on accuracy, quality, and detail.

Demonstrated experience in written, verbal, and personal communication with internal and external partners.

Strong knowledge of budgeting, forecasting, analysis, and auditing techniques.

Proficiency with Microsoft Word, Excel, Access, and Outlook.

Demonstrated ability to balance multiple priorities and meet strict deadlines.

Desired Qualifications

Knowledge of Central Region Services Project Development process and statewide organizational structure.

Familiarity with the State budget development process and administrative functions related to resource management.

Strong analytic and problem‑solving skills with experience applying analytical techniques to complex budgetary problems.

Ability to present information through oral and written communication to management.

Independent work ethic and capability to serve in a lead capacity within interdisciplinary teams.

Work Location and Telework Position located at Manchester Center, 2015 E. Shields Avenue, Suite 100, Fresno, Fresno County. Hybrid telework option available.
