This position will be paid bi-weekly.

This position is a manager position and will supervise a minimum of three FTE. Two of these positions are currently term-limited, grant‑funded roles that directly support duties related to 988; both positions are intended to transition to unlimited positions within the 988 Unit at the end of the grant period. The third position is currently a vacant Community Outreach Coordinator role.

This position is intended to add organizational structure to the 988 Enterprise through the creation of a dedicated program team within the enterprise. The Program Manager will work collaboratively with the 988 Contracts Administrator and the 988 Marketing & Outreach Specialist to ensure coordinated operations, vendor oversight, marketing alignment, and effective program delivery. This position’s direct supervision is provided by the 988 Director.

Job duties

Oversight and Contract Management

Work with the 988 Director and 988 Enterprise Board to ensure that program development aligns with legislative intent.

Lead the drafting, updating, and monitoring of contract statements of work, including collaborating on contract amendments and procurement processes.

Make day‑to‑day budget‑related decisions, including invoice review and programmatic approval, in collaboration with the 988 Contracts Administrator.

Participate in monthly data review and reconciliation with the contracted data and evaluation vendor, contact center vendor, other 988 contractors, and the National 988 Lifeline Administrator/SAMHSA.

Serve as the primary point of contact for complaints related to the 988 line, ensuring timely investigation, resolution, and documentation, and developing performance‑improvement plans as needed.

Determine whether corrective or contracting actions should be pursued based on non‑compliance, in coordination with the 988 Director, 988 Enterprise Board and the BHA.

Stakeholder Training and Interactions

Lead and support stakeholder engagement, training, and outreach activities that advance the operational and strategic goals of the 988 program.

Contribute to workgroups, committees, and training initiatives, representing the interests of the 988 program and the broader behavioral health system.

Plan, coordinate, and attend community outreach activities in collaboration with the Marketing & Outreach Specialist, ensuring strong visibility of 988 services across the state.

Engage statewide and regional organizations unfamiliar with or under‑utilizing 988 and crisis services.

Prepare materials for monthly 988 Enterprise Board meetings and evaluate and recommend improvements to outreach strategies.

Lead or support the development and implementation of a statewide 988/911 interoperability strategy in partnership with BHA, the 988 Enterprise Board, the 988 contact center provider, and Public Safety Answering Points (PSAPs).

988/Colorado Crisis Line Promotion/Public Awareness

Plan, coordinate, and execute strategies for promoting 988 in ways that are relevant, accessible, and impactful for diverse communities across Colorado.

Collaborate with the BHA Communications team to shape messaging based on stakeholder feedback, outreach data, and emerging needs in the behavioral health system.

Serve as a visible representative of the 988 program in public forums, conferences, community events, and media engagements.

Team Lead and Mentoring of Grant‑Funded FTEs Related to 988

Provide direct supervision, leadership, and guidance to a minimum of three FTE within the 988 Unit.

Hire, onboard, train, conduct performance evaluations, provide coaching and corrective action, and manage workload distribution for assigned staff.

Ensure that staff activities align with 988 program objectives, contractual requirements (including the SAMHSA contract), and statewide crisis system priorities.

Experience and/or Education Eight years of relevant experience in a field related to program management, behavioral health administration, or crisis response operations; or an equivalent combination of education and experience totaling eight years.

Preferred Experience Areas Behavioral health or human service program management, crisis system operations, contract oversight, policy development, vendor management, and team supervision in a statewide or enterprise‑level setting.

Preferred Degree Areas Behavioral Health, Psychology, Public Administration, Social Work, Emergency Management, Public Health, or related fields.

Preferred Qualifications and Essential Competencies

Strategic program management and operational leadership in behavioral health, crisis response systems, or human services.

Contract oversight, vendor relations, and quality assurance skills.

Understanding of 988/911 interoperability and national crisis line standards.

Policy development, data‑driven decision making, and continuous improvement mindset.

Excellent communication and stakeholder engagement skills with diverse communities.

Supervisory experience with emphasis on coaching, performance management, and cross‑functional coordination.

Knowledge of SAMHSA grants, federal reporting requirements, and behavioral health funding mechanisms.

Conditions of Employment

Motor Vehicle Check, if the employee will drive a state‑owned vehicle, either in an ongoing capacity or on occasion for training/meetings/client visits/etc.

Must possess a valid, non‑restricted Colorado Driver’s License or a non‑restricted U.S. Driver's License for positions within 30 miles of the CO state border.

Out‑of‑State Driver’s License holders must obtain a valid, non‑restricted Colorado Driver’s License within 30 days of employment start date.

This position travels to various meetings, trainings, and on‑site monitoring visits.

Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose that information on the application and explain why the prior termination or resignation should not disqualify them from the current position.
