Manager – OSP Construction

The Manager – OSP Construction is responsible for the management of TDS employees and/or consultants who plan, coordinate and supervise outside plant field construction and splicing operations in multiple locations and states.
The role works closely with representatives from field services, associate managers, consultants, Outside Plant engineers and construction contractors for both TDS CLEC/ILEC operations to ensure company needs are met.
The Manager handles construction of fiber networks while conforming to existing RUS OSP guidelines and TDS OSP standards.
The individual will oversee numerous construction projects across multiple states, continually monitoring costs, standards and overall job progress to ensure projects are completed on time and within budget.
The Manager works with governmental agencies to protect the TDS OSP network from proposed road improvements and may negotiate with municipalities and other utility companies for the purchase, lease or sale of ducts, fiber or networks.
Ideal candidates live within commuting distance of Appleton, Wausau, Eau Claire, Green Bay, Medford, Stevens Point or Marshfield.
While telecommuting is possible, regular travel is expected.
Responsibilities
Manage TDS employees and/or consultants responsible for planning, coordinating and supervising outside plant construction and splicing operations.
Provide technical support for special projects such as records verification, major road moves or potential on‑net builds; work with Finance for proper accounting and legal department for asset transfer risk.
Audit OSP projects and coach Associate Managers and contractors to ensure compliance with National Electrical Code, RUS and TDS OSP standards.
Review field reports and contractor invoicing for accuracy.
Ensure Sarbanes‑Oxley compliance and coordinate with Network Planning, Rights‑of‑Way and Contract Administration.
Conduct pre‑staking, pre‑bid and pre‑construction meetings; verify right‑of‑way, easements and permits.
Schedule and coordinate acceptance testing of new outside plant facilities.
Update audits, facility maps and records upon completion of projects and ensure inclusion on the “one‑call” system.
Verify all required documentation (Bid Jobs, Build Orders, Job Start Agreements, VMOPs and close‑out documentation) is complete.
Manage human resource needs and manpower apportionment; develop personnel through performance assessments, coaching and recognition.
Required Qualifications
Bachelor’s degree (or higher) – or 4+ years professional experience.
5+ years experience in telephony or related fields.
3+ years supervisory experience managing direct reports.
Valid driver’s license.
Other Qualifications
Regular travel as needed.
Excellent leadership, customer relations and communication skills.
Thorough understanding of Telecommunications industry and principles.
Ability to manage multiple priorities simultaneously.
Strong written and oral communication skills.
Proficiency with Outlook, Excel and Office suite as well as GIS and ERi.
Advanced working knowledge of RUS construction practices and engineering standards.
Ability to work cooperatively with diverse work groups.
Self‑motivated and self‑reliant.
