The Manager‑OSP Construction is responsible for managing TDS employees and/or consultants who plan, coordinate and supervise outside plant field construction and splicing operations in multiple locations and states. The role works closely with representatives from field services, associate managers, consultants, Outside Plant engineers and construction contractors for both TDS CLEC/ILEC operations to ensure the company’s needs are met. The Manager oversees construction of fiber networks while conforming to existing RUS Outside Plant (OSP) guidelines and TDS OSP standards, monitors costs and job progress, and interfaces with government agencies and municipalities regarding road improvements and network protection.
Ideal candidates should reside within a commutable distance of Appleton, Wausau, Eau Claire, Green Bay, Medford, Stevens Point, or Marshfield, Wisconsin. Telecommute privileges are available, but regular in‑market travel is expected.
Responsibilities
Manage TDS employees and/or consultants responsible for planning, coordinating, and supervising outside plant field construction and splicing operations across multiple states; provide technical support for special projects such as records verification and road moves.
Audit OSP projects and coach Associate Managers and contractors to ensure accuracy and consistency, ensuring compliance with National Electrical Code, RUS, and TDS OSP standards.
Review field personnel reports and contractor invoicing for accuracy.
Ensure compliance with Sarbanes‑Oxley, Network Planning, Rights‑of‑Way, and Contract Administration; conduct pre‑staking, pre‑bid and pre‑construction meetings; verify right‑of‑way, easements, permits, and proper cable sizing and routing; oversee close‑out, inspection, and SOX compliance.
Coordinate acceptance testing of new outside plant facilities, review and update audits and facility maps, and update records upon construction completion.
Verify completeness of documentation required for successful project delivery (Bid Jobs, Build orders, Job Start Agreements, VMOPs, close‑out documentation).
Provide human resource management and manpower allocation: manage in‑house deployment staff and engage professional consultant engineers during peak periods, focusing on personnel development through assessments, coaching, recognition, and process improvement.
Qualifications Required Qualifications
Bachelor’s degree (or higher) OR 4+ years of professional work experience.
5+ years of experience in telephony or related fields.
3+ years of supervisory experience managing direct reports.
Valid driver’s license.
Other Qualifications
Regular travel “as‑needed” may be required.
Excellent leadership, customer relations and communication skills.
Thorough understanding of the telecommunications industry and principals.
Ability to manage multiple priorities simultaneously.
Excellent written and oral communication skills.
Proficiency with Outlook, Excel, Office suite, GIS and ESRi.
Advanced knowledge of RUS construction practices and engineering standards.
Ability to work cooperatively and courteously with diverse work groups.
Self‑motivated and self‑reliant.
