The
Manager‑OSP Construction
oversees planning, coordination, and supervision of outside plant field construction and splicing operations across multiple locations and states. The manager works closely with field services, associate managers, consultants, outside plant engineers, and construction contractors to ensure TDS CLEC/ILEC operations meet company needs. Responsibilities include management of TDS employees and/or consultants, technical support for special projects, audits of OSP projects, compliance with National Electrical Code, RUS and TDS OSP standards, and coordination of state and local permitting. The role requires continual interaction with governmental agencies, municipalities, utility companies, and legal departments to protect the OSP network through negotiations, purchase, lease, and sale of network assets. The manager must drive projects to meet cost, schedule, and quality expectations while maintaining strong relationships with stakeholders.
Responsibilities
Manage TDS employees and/or consultants responsible for planning, coordinating, and supervising outside plant field construction and splicing operations across multiple states.
Provide technical support for special request projects such as records verification, major road moves, or on‑net builds, and work with Finance to ensure proper accounting of facilities and with the legal department to mitigate asset‑transfer risk.
Audit OSP projects and coach Associate Managers – OSP Engineering & Construction and/or contractors to ensure compliance with National Electrical Code, current RUS, and TDS OSP standards.
Review field personnel reports and contractor invoicing for accuracy, ensuring compliance with Sarbanes‑Oxley and other departmental requirements.
Conduct pre‑staking, pre‑bid, and pre‑construction meetings; verify right‑of‑way, easements, permits, cable sizing, and routing designs; ensure proper close‑out, inspection, and SOX compliance.
Schedule and coordinate acceptance testing of new outside plant facilities, and periodically review and update audits and facility maps for accuracy.
Ensure all project documentation—including Bid Jobs, Build orders, Job Start Agreements, VMOPs, and close‑out documents—is complete.
Manage human resources and manpower for network projects, leading in‑house deployment staff and professional consultant engineers during peak periods; focus on personnel development through performance assessments, coaching, recognition, and process improvement.
Qualifications Required Qualifications
Bachelor’s degree (or higher) OR 4+ years of professional work experience.
7+ years of experience in telephony or related fields.
5+ years of supervisory experience, managing direct reports.
Must have and maintain a valid driver’s license.
Other Qualifications
May be required to travel regularly on an “as‑needed” basis.
Excellent leadership, customer‑relations, and communication skills.
Thorough understanding of the telecommunications industry and its principals.
Ability to manage multiple priorities simultaneously.
Excellent written and oral communication skills.
Proficiency with Outlook, Excel, Office suite, and GIS and ESRi.
Advanced working knowledge of RUS construction practices and engineering standards.
Ability to work cooperatively and courteously with diverse work groups.
Must be self‑motivated and self‑reliant.
