The Manager‑OSP Construction is responsible for overseeing TDS employees and/or consultants who plan, coordinate, and supervise outside‑plant field construction and splicing operations across multiple locations and states. The position works closely with field services, associate managers, consultants, Outside Plant engineers, construction contractors, and representatives from both TDS CLEC/ILEC operations to ensure company objectives are met. Responsibilities include construction of fiber networks conforming to RUS OSP guidelines and TDS OSP standards, monitoring costs, ensuring compliance with regulations, negotiating with municipalities, and managing project budgets and schedules. Responsibilities

Manage TDS employees and/or consultants responsible for planning, coordinating, and supervising outside‑plant field construction and splicing operations. Provide technical support for special‑request projects such as records verification, major road moves, or potential on‑net builds; collaborate with Finance for accounting of facilities and with the legal department for asset transfers. Audit OSP projects and coach Associate Managers – OSP Engineering & Construction and contractors to ensure accuracy and consistency, ensuring compliance with National Electrical Code, RUS, and TDS OSP standards. Maintain construction project documentation, quality of work, and continuous review of progress. Review reports from field personnel and contractor invoicing for accuracy; ensure Sarbanes‑Oxley compliance and coordination with Network Planning, Rights‑of‑Way, and Contract Administration. Conduct pre‑staking, pre‑bid, and pre‑construction meetings; verify rights‑of‑way, easements, permits, and design compliance. Schedule and coordinate acceptance testing of new outside‑plant facilities; update audits and facility maps to ensure accuracy. Ensure all necessary documentation (Bid Jobs, Build orders, Job Start Agreements, VMOPs, close‑out documents) is complete. Provide human resource management and manpower apportionment, including managing in‑house deployment staff and professional consultant engineers during peak periods. Qualifications

Required Qualifications

Bachelor’s degree (or higher) – OR – 4+ years professional work experience. 5+ years experience in telephony or related fields. 3+ years supervisory experience managing direct reports. Valid driver's license. Other Qualifications

Regular travel on an “as‑needed” basis. Excellent leadership, customer relations, and communications skills. Thorough understanding of the telecommunications industry and principals. Ability to manage multiple priorities simultaneously. Excellent written and oral communication skills. Proficiency with Outlook, Excel, Office suite, GIS, and ESRi. Advanced working knowledge of RUS construction practices and engineering standards. Ability to work cooperatively and courteously with diverse work groups. Self‑motivated and self‑reliant. Benefits
