Job Objective This position manages statewide licensing of Early Intensive Developmental and Behavioral Intervention (EIDBI) benefit services for children and young adults with autism spectrum disorder (ASD) and related conditions. Responsibilities include supervising staff who conduct inspections and investigations related to licensing, evaluating and approving licensing actions, developing policies and tools, and interacting with stakeholders to promote compliance.
Key Responsibilities
Lead and develop staff conducting inspections, investigations, audits and compliance reviews.
Interpret, monitor, audit, or investigate regulatory compliance and develop corrective action plans.
Define, develop, and apply solutions or improvements to regulatory problems or non‑compliance.
Build and mentor teams, coaching others to improve performance.
Prepare and present reports and recommendations to senior leadership.
Provide guidance and support to external partners and regulated programs.
Minimum Qualifications
Demonstrated leadership experience as a supervisor, leader, team lead, or project lead.
Completion of a State of Minnesota leadership program (e.g., ELI, L4) or comparable paid/unpaid program leadership experience.
Four (4) years of professional work experience managing and evaluating teams, projects, timelines, priorities, or individuals.
Experience interpreting, monitoring, auditing, or investigating compliance with health or human services regulatory requirements.
Ability to develop and apply solutions to complex problems and non‑compliance issues.
Strong team building, mentoring, coaching, or training skills.
Preferred Qualifications
Knowledge of state and federal rules, regulations, and laws governing facilities and programs licensed by DHS.
Experience with hiring processes, interviewing applicants, and following DHS policies and procedures.
Ability to analyze ambiguous regulations and determine appropriate actions.
Excellent verbal and written communication skills.
Adaptability to new and changing regulations, processes, and protocols.
Comfort with contemporary autism treatment modalities.
Experience working effectively with diverse backgrounds and cultures.
Additional Requirements
Successful completion of a background investigation (criminal background check, reference check, fingerprinting check).
Complete the Criminal Justice Information System (CJIS) Security Awareness training within 3 business days from the start of employment and maintain CJIS certification annually.
