About the Position
Resource Analyst – Associate Governmental Program Analyst for the Division of Budgets in Sacramento County. This role is responsible for independently performing resource management activities, including budget monitoring of expenditures against allocations, creating purchasing documents, coordinating recruitment of Division staff, providing general human resource information and assistance, and coordinating training needs. Daily communication with Division managers/supervisors, Caltrans Division of Human Resources, Administration Program, Procurement, Accounting, and Learning & Development Office is required.
Pay Range Base Pay: $6,031.00 - $7,547.00 per year.
New to State candidates may be hired into the minimum salary or the minimum of an alternate range when applicable.

Job Description And Duties Under the specific direction of the Resource Manager and the Staff Services Manager I‑Supervisor, the Associate Governmental Program Analyst serves as the Resource Analyst for the Division of Budgets. Key responsibilities include:
Perform budget monitoring and ensure expenditures align with allocations.
Create and manage purchasing documents and other spending activities.
Coordinate recruitment of Division staff.
Provide general human resource information and assistance.
Coordinate training needs for the Division.
Maintain frequent communication with Division managers, Caltrans Division of Human Resources, Administration Program, Procurement, Accounting, and Learning & Development Office.
Periodic communication with Caltrans Division of Procurement, Division of Accounting, and Learning & Development Office is required.
Eligibility and Examination
Eligibility may be determined by score on the Associate Governmental Program Analyst / Staff Services Analyst exam.
Applicants not currently eligible (e.g.,transfer, permissive reinstatement, voluntary demotions) must be on the state examination list.
Special Requirements
Possession of a valid driver’s license is required when operating a state‑owned or leased vehicle.
Statement of Qualifications (SOQ) is required. The SOQ must be typed, no more than two pages, 12‑point Arial font.
The SOQ must address the following:
Describe in detail your experience and qualifications related to the position, emphasizing budgeting, financial modeling, monitoring expenditures, and making budget projections.
Explain your proficiency with Microsoft Office and any other programs used for duty tasks, specifying names of budget or financial programs.
Describe critical decision‑making experiences with widespread impacts.
