Quality Assurance: Review and document guardianship information in the Guardianship On-Line (GOLD) database. Participate in developing quality assurance plans, plan renewals, amendments, and changes at field unit level. Provide orientation, training, and assistance to Guardianship staff. Evaluate quality assurance standards and instruments; coordinate evaluations. Interpret and implement policies to ensure consistent Guardianship service delivery. Monitoring: Conduct annual monitoring visits, prepare Plans of Correction, and coordinate field and desk reviews to ensure compliance with laws, regulations, and procedures. Identify gaps and implement improvements. Complaints and Investigations: Conduct complaint investigations and prepare outcome reports in accordance with federal and state regulations. Policy and Research: Perform technical, training, research, planning, policy, program assessment, and administrative activities; oversee performance reports; develop and update program policies and manuals; evaluate research findings; identify areas for improvement. Stakeholder and Program Development: Conduct staff trainings, guide development of new methods, analyze program applications, prepare budget requests, and train/lead staff workloads. Special Projects and Initiatives: Participate in special projects; may act as team lead; analyze legislation to develop policy and programmatic recommendations; collect and prepare program information and reports. All other duties as assigned. Qualifications and Requirements

Registrations, Licensure Requirements Or Certifications Must be or become a Texas Certified Guardian within 12 months of employment and maintain certification every two years. Certification requires passing an exam by the Judicial Branch Certification Commission (JBCC), FBI fingerprint-based criminal history check (annually/biannually as required), and state background checks. Must become a Certified Texas Contract Manager (CTCM) within one year of employment and maintain certification. Knowledge Skills Abilities Knowledge and/or experience in guardianship, public administration, training, organizational development, management, or policy development (preferred). Knowledge of local, state, and federal laws and practices related to the program area (preferred). Management techniques; statistical analysis; budget processes; research techniques; training; program management process techniques (preferred). Knowledge of contracting regulations, monitoring standards, and HHSC Guardianship Services policies (preferred). Ability to evaluate quality assurance plans and interpret policies, procedures, standards, and regulations. Ability to evaluate HHSC Guardianship Services program policies and requirements; effective written and verbal communication; training and workload management. Proficiency with computerized databases and standard office applications. Initial Screening Criteria Experience in a human service field or related field (preferred). Experience interpreting policies, rules, standards, or regulations (preferred). Experience in developing, overseeing, evaluating, or monitoring quality assurance plans (preferred). Experience in providing detailed written information to program staff (preferred). Experience in providing training and technical assistance to individuals (preferred).
