Job Description And Duties Under the direction of the Chief, Office of Encroachment Permits (a Senior Transportation Engineer), the employee reviews permit applications, coordinates reviews with internal and external stakeholders, and completes all necessary work associated with the execution, issuance, inspection and closure of encroachment permits throughout District 1. Responsibilities include ensuring compliance with traffic control requirements, applicable regulations, statutes and standards; attending and representing Caltrans at meetings on permit policies, procedures and requirements; participating in the Local Development Review (LDR) process; and assisting the District Permit Engineer with other functions required of the Encroachment Permit Office.

Working Conditions Employee will work in a climate-controlled office under artificial lighting. Required to traverse moderately accessible office complexes, parking lots, highways and sidewalks. May need to travel and work outdoors, exposing to dirt, noise, uneven surfaces, extreme cold and heat, and other wooded and wildlife surroundings. This position may be eligible for telework, subject to departmental policy. Employees are expected to report to work sites with minimal notice if urgent. Business travel may be required; reimbursement considered per CalHR regulations. All commute expenses to the headquarters are the employee’s responsibility.

Special Requirements

Appointment to Range D requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers. For all other ranges, a PE license is not required.

Knowledge of storm water practices, including Caltrans Permit, General NPDES Permit, and local ordinances for storm water pollution prevention for construction activities.

Current Driver’s License required.

Documentation of education, licensing, or certification demonstrating Minimum Qualifications.

Desirable Qualifications Ability to analyze engineering plans and features, evaluate environmental impacts, traffic safety, and future highway development impacts of permits. Must analyze each permit on its own merit to determine the most beneficial or least detrimental option for the State right‑of‑way and take effective action.
