Operations Analyst State: California – Department of Transportation (Caltrans). Hybrid telework, permanent full‑time, Humboldt County.

Base Pay Range $6,031 – $7,775 (Associate Governmental Program Analyst). Alternate range $3,861 – $6,464 (Staff Services Analyst).

Job Description and Duties

Under the Senior Right of Way Agent, independently perform complex administrative duties related to the District budgets office.

Manage operating and personal services budgets, order supplies, review and analyze project initiation documents and project reports.

Ensure all Right of Way escrows are closed timely in collaboration with Right of Way Agents.

Analyze the North Region Right of Way Skills Matrix.

Serve as Lead Analyst for the Right of Way Management Information System II (ROWMIS II).

Special Requirements

Possession of a valid California Driver’s License is required when operating a state‑owned or leased vehicle.

Eligibility for hire requires passing the Associate Governmental Program Analyst/Staff Services Analyst exam and being on the state examination list (or meeting equivalent criteria).
