Brief Job Description As part of a collaborative team of public servants, an ICF/IID Nurse Surveyor protects residents’ health and safety by conducting on‑site inspections and investigations, including investigations of abuse, neglect, and exploitation, in Texas long‑ care settings (Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Condition). The position offers a competitive starting salary, excellent state benefits, and the opportunity to travel regularly to different facilities within a region and across the state.
Essential Job Functions (EJFs)
Conduct on‑site licensure inspections, complaint and incident investigations, and annual comprehensive surveys, including investigations of abuse, neglect, or exploitation to determine compliance with federal and state health and safety regulations.
Communicate clearly and accurately with internal and external stakeholders to provide, exchange, or verify information, answer inquiries, or resolve issues or complaints in Texas long‑term care facilities.
Conduct entrance and exit conferences with facility staff regarding findings.
Complete inspection or survey reports detailing deficiencies and narratives to support regulatory findings.
Revisit facilities to verify correction of previously cited regulatory violations.
quality assurance reviews of documents prepared by others, such as publications, assessments, and reports.
Supervise the work of team members during inspections, provide technical assistance to facilities, and lend expertise to a survey team.
Occasionally testify at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities.
Assist with emergency licensure action and non‑skilled care oversight of residents in a facility.
Be available for on‑call duties for emergencies such as weather events or high‑priority situations in facilities or at providers.
Knowledge, Skills and Abilities (KSAs)
Knowledge of issues, concerns, and needs of populations at risk in various health care and/or institutional environments (elderly, mentally ill, developmentally disabled, functionally dependent, medically frail, etc.).
Knowledge of nursing principles and acceptable professional standards of patient care.
Knowledge of program regulations, procedures, and survey techniques and principles.
Interpersonal skills and the ability to work independently and as part of a team.
Skill in performing quality assurance monitoring, program review, certification, survey, or investigations.
Skill in providing guidance, policy clarifications, and information to others.
Excellent oral, written, and electronic communication skills.
Ability to manage multiple activities with competing priorities, collect and analyze data, and integrate complex concepts.
Ability to interpret regulatory policies, procedures, and regulations, and exercise professional judgment to reach sound decisions.
Registrations, Licensure Requirements or Certifications
Licensed as a registered nurse by the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact.
Successfully complete state and federal training and become qualified to conduct surveys independently in the federal intermediate care facility program within the first 12 months of employment.
Initial Screening Criteria
Experience in a long‑term care regulatory program is preferred.
Experience in assessment and documentation of health status.
Prefer two years of experience providing services in a health care setting as a registered nurse.
Additional Information
Flexibility in work hours is required; the job requires 80% travel, including statewide, overnight, and weekend travel.
On‑call duties for emergencies or high‑priority situations may be required.
The position is able to work a compressed workweek of four 10‑hour days.
