OREGON YOUTH AUTHORITY — OPERATIONS & POLICY ANALYST 4 – BEHAVIORAL HEALTH SERVICES COORDINATOR, Salem, Oregon - Central Office (Equitable Center) Responsibilities
Act as the Oregon Youth Authority (OYA) administrator with other child-caring agencies and systems in Oregon and provide consultation to OYA staff and contractors to access services and resources for youth with complex needs.
Provide service coordination, support, and technical assistance to OYA administration, facility, field staff, and contracted providers around social & emotional learning, decision-making & problem-solving, self-identity/self-efficacy curricula, and treatment; include program development, program monitoring, program evaluation, and communication of treatment service planning.
Coordinate cross-agency or cross-jurisdictional teams and interact with juvenile justice agencies and other state child-serving agencies (e.g., Oregon Health Authority, Department of Human Services, Oregon State Hospital) and other partners.
Oversee contract administration and monitoring, and provide technical assistance to contracted general therapy providers, including program monitoring, evaluation, and development/implementation of youth development services; participate in curricula/intervention reviews for OYA youth.
Lead cross-functional initiatives, including orientation of new employees, task assignment, workflow optimization, training, and performance feedback to supervisees.
Qualifications
Minimum qualifications: A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or related field, plus five years of professional-level evaluative, analytical, and planning work.
Or any combination of experience and education equivalent to eight years of experience.
Special Qualifications: Current Oregon clinical mental health license (e.g., Licensure as a Child Psychologist, LCSW, LMFT, LPC) in good standing, or ability to obtain within six (6) months of hire.
Required Skills: Primary clinical experience working with children/adolescents/young adults; experience navigating governmental child-caring systems including agencies serving mental health, developmental disabilities, and dependency needs.
Desirable Attributes / Application Scoring Criteria
Knowledge of developmental approaches and culturally relevant practices.
Expertise in best practices for behavioral health for adolescents involved in the justice system.
Ability to develop, implement, and sustain program standards in behavioral health.
Ability to connect to other state systems of care to coordinate services and inform policy.
