Labor Relations Manager I
– California State Lottery, Sacramento, California
This position is under the direction of the Labor Relations Officer and has supervisory responsibility for Labor Relations and Administrative Investigations functions within the Human Resources Division.
Responsibilities
Provide consultative services to Lottery management regarding interpretation of memorandums of understanding (MOU) for each bargaining unit.
Assist management in developing and implementing labor relations strategies that support the Lottery’s mission.
Participate in labor relations matters, federal and state labor law interpretation, and collective bargaining issues.
Qualifications
Current Staff Services Manager II (Supervisory) exam required.
Knowledge of labor relations, collective bargaining laws, and the Dills Act.
Excellent leadership qualities and ability to coach, develop, and mentor staff.
Excellent verbal and written communication skills.
Ability to read, analyze, and apply laws, rules, policies, and procedures.
Ability to handle multiple tasks and changing priorities.
Experience in labor‑management diplomacy and decision making in critical situations.
Desirable Qualifications
Experience interpreting the Dills Act and/or labor relations laws.
Demonstrated ability to use good judgment and make sound decisions in critical situations.
Creativity in addressing non‑routine situations.
Working Conditions Schedule: Monday through Friday, core business hours; may occasionally be required after hours or on weekends.
Travel: Infrequent travel may be required.
Location: Hybrid telework schedule; employee must be able to report to the assigned headquarters in Sacramento.
