Program Analyst

Job Summary:

This position is located in the Division of State Initiatives (DSI) within the Department of Employment Services (DOES). The incumbent serves as the technical and analytical analyst for workforce data visualization, reporting, and performance analytics across all DSI programs that serve justice‑involved and underemployed residents. The incumbent will design and develop interactive dashboards and analytics tools to track participant outcomes, compliance metrics, grantee performance, and program impact using Power BI, Tableau, and Smartsheet. The incumbent will collect, clean, and integrate data from multiple sources including GPMS, VOS, PF3, and Apricot to ensure data accuracy.

Duties & Responsibilities:

Gather and organize information from a variety of sources such as records, computer files, previous studies, and interviews.

Analyze information to identify issues and isolate problems.

Develop solutions and measurements of productivity and effectiveness for use by others.

Prepare detailed briefings and reports of findings and recommendations.

Deliver briefings to present findings, solutions, and recommendations to managers.

Collect, clean, and integrate data from multiple sources to maintain data accuracy.

Qualifications & Education:

One (1) year of specialized experience equivalent to the CS‑9 grade level, or its non‑District equivalent obtained in either the private or public sector.

Specialized experience includes assisting with planning, review, analysis, and identifying, addressing, and eliminating problematic areas of compliance.

Applicants must possess one year of specialized experience equivalent to the CS‑9 grade level; specialized experience is defined as experience that is typically in or related to the work of the position.

Work Conditions/Environment:

The work is typically performed in a normal office setting.

Tour of Duty:

Monday – Friday, 8:30 am – 5:00 pm

Pay Plan, Series, and Grade:

CS‑0343‑11

Duration of Appointment:

Career Service – 13 month term

Collective Bargaining Unit:

This position is covered under a collective bargaining agreement (AFGE Local 1000) and is subject to union dues through payroll deduction.

security‑sensitive

therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
