Civil Engineering / Shore Infrastructure Subject Matter Expert (SME) This SME provides expert advisory support for U.S. Coast Guard acquisition programs involving civil engineering and shore infrastructure. The role supports the development, evaluation, and refinement of acquisition policies, processes, and technical documentation for major and non‑major CE/SI programs, advising senior leadership on impacts, risks, and recommended improvements.

Essential Duties and Responsibilities The Civil Engineering / Shore Infrastructure SME will:

Provide expert consultation on

civil engineering and shore infrastructure acquisition policies and processes .

Develop written advisory products including

policy recommendations, reports, white papers, and briefing materials .

Review acquisition documentation and provide technically sound, actionable recommendations to improve CE/SI program outcomes.

Maintain awareness of applicable

DoD and U.S. Coast Guard CE/SI instructions, policies, and standards .

Advise the Office Chief and senior stakeholders on policy impacts, risks, and recommended changes.

Participate in meetings, working groups, and governance forums to provide technical expertise and support decision‑making.

Prepare and deliver briefings to senior leadership on CE/SI acquisition issues and proposed solutions.

Education and/or Experience Required:

Minimum

10 years of experience

supporting civil engineering or shore infrastructure programs, or CE/SI acquisition policy and process development.

Demonstrated experience developing policy recommendations, templates, and technical written products for CE/SI stakeholders.

Ability to translate technical CE/SI requirements into acquisition policy and process guidance.

Experience briefing senior leaders and supporting executive‑level decision‑making.

Preferred Skills:

Experience supporting

U.S. Coast Guard, DoD, or DHS

acquisition programs.

Familiarity with major and non‑major acquisition governance frameworks.

Strong analytical, writing, and presentation skills.

Work Environment & Schedule

Full‑time or surge support based on Government requirements.

Primarily remote, with on‑site participation as required for meetings or briefings.

Security, Eligibility, and Compliance Requirements

Ability to successfully complete required

background investigations

and meet U.S. Coast Guard installation access requirements.

Compliance with all federal ethics, security, and information protection policies.
